Summary

The Supervisory Histopathology Technician serves as the first-line supervisor and senior technical authority for Anatomic Pathology technical operations, including Histology, Cytology, and Autopsy services at the Cincinnati VAMC. The Supervisory Histopathology Technician provides comprehensive supervision, technical oversight, quality management, and regulatory compliance to ensure accurate, timely, and high-quality anatomic pathology services in support of Veteran care.

Duties

The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.

Duties include:

  • Exercises full supervisory authority of 6 or more FTEs, including assignment of work, scheduling, leave approval, participation in performance evaluations, completing and documenting quarterly performance evaluations onboarding, and staff development.
  • Establishes daily and long-range workflow priorities across Histology, Cytology, and Autopsy services to meet clinical turnaround time requirements.
  • Ensures continuity of operations through workload distribution, cross-training, and staffing coverage.
  • Serves as a technical and administrative advisor to Pathologists, Anatomic Pathology leadership, and PLMS management. Collaborate with anatomic pathology section Chief and PLMS management to support department and hospital level initiatives.
  • Participates in workload analysis, staffing projections, and preparation/monitoring of operational and capital budget for the anatomic pathology section. Budget-conscious utilization of supplies and reagents.
  • Manages contract(s) for Anatomic Pathology Section including auditing and approving invoices for payment, contract development and submission, contract technical evaluation, contract compliance, and other COR related duties.
  • Serves as final technical authority for all anatomic pathology technical work performed within assigned sections.
  • Performs all duties of Advanced Histotechnician and maintains competency of all Histotechnician duties. Supervisor must be able to fill a Histotechnician position in cases of short staffing:
    • Oversees and/or performs complex anatomic pathology procedures, including:
    • Tissue fixation, processing, embedding, and microtomy
    • Routine H&E staining, special stains, and immunohistochemistry (IHC) support
    • Cytology specimen preparation (gynecologic and non-gynecologic), staining, and slide quality assessment
    • Autopsy technical support, including specimen handling, tissue sampling, working with decedent affairs of receipt and disposition of bodies, and documentation
  • Troubleshoots complex technical problems, specimen quality issues, and equipment malfunctions.
  • Assists with evaluation, validation, and implementation of new instrumentation, methods, reagents, and protocols.
  • Under the instructions of anatomic pathology section Chief, develops, implements, reviews, and updates standard operating procedures (SOPs) for Histology, Cytology, and Autopsy services.
  • Ensures compliance with VA, VHA, CUA, CAP, and Joint Commission requirements.
  • Oversees daily quality control, quality assurance, proficiency testing, and competency assessment programs.
  • Investigates quality patient safety events, errors, and nonconformances; implements and documents corrective and preventive actions (CAPA) with advisement of AP section Chief.
  • Maintains continuous inspection readiness through internal audits, documentation control, and staff education.
  • Provides initial training, ongoing competency assessments, and continuing education for assigned staff.
  • Mentors staff in advanced histology, cytology, and autopsy techniques.
  • Ensures all training and competency documentation as per meets VA and accreditation body standards.
Work Schedule: Monday - Friday, 6:00am - 2:30pm

Qualifications

Basic Requirements:
  • Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.).
  • Experience and Education:
    • Experience: One year of experience in a health care field that demonstrates the applicant's ability to perform the work or provides an understanding of the work such as but not limited to a medical or clinical laboratory assistant (or technician) or health technician. OR,
    • Education:
      • Four academic years above high school leading to a bachelor's degree with courses related to the occupation such as biological science or chemistry. OR,
      • Successful completion of two academic years of study above high school that included at least 24 semester hours in Chemistry and/or in appropriate fields of biological science and successful completion of a 12-month program of education and training in histopathology or cytotechnology. (Transcripts must be submitted with your application if you are basing any of your qualifications on Education.) OR,
  • Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Examples are listed below:
    • Six months of experience in the health care field and two years of education above high school that included at least six semester hours in health care related courses such as biological science, surgical technician courses or other courses related to the position: or an associate's degree in a health care related field.
    • Six months of experience in the health care field and successful completion of a course for health care technicians, hospital corpsmen, medical service specialists, or histopathology technicians given by the U.S. Armed Forces
  • Certification: None
  • Grandfathering Provision: All Histopathology Technicians employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held. For employees who do not meet all the basic requirements required by this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
    • Such employees in an occupation that does not require a licensure/certification/registration, may be reassigned, promoted, or demoted within the occupation.
    • Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
    • If an employee who was retained (grandfathered) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
  • English Language Proficiency. Histopathology Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5.a., this part.
Grade Level Requirements, Supervisory Histopathology Technician, GS-9:

In addition to meeting the basic requirements for this occupational series listed above, the following criteria must be met when determining if the grade level requirements are also met.
  • Experience: One year of experience equivalent to the next lower grade level, (GS-08).
  • Assignment: Employees in this assignment perform the full range of supervisory duties for the anatomic pathology laboratory, including responsibility for assignment of work performed; performance evaluations; recommendations for appointment, awards, advancement and disciplinary actions; identification of continuing education and training needs. The individual ensures compliance with accrediting agency and regulatory requirements; establishes and monitors the quality of the pre-analytical processes as part of the overall laboratory quality management program and initiates corrective action. This individual develops policies and procedures, manage document control, develops performance standards, position descriptions and functional statements. The incumbent is responsible for professional and administrative management of an assigned area, to include budget execution, orientation and competency assessment of assigned staff. The Supervisory Histopathology Technician maintains effective interdepartmental relations with other services to accomplish medical center goals. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty) and range of variety and be performed by the incumbent at least 25% of the time.
  • Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all the following KSAs.
    • Expert knowledge of Federal and state laws, regulations, and Accrediting/regulatory requirements to develop policies and procedures for the laboratory.
    • Expert knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or education and training of laboratory staff.
    • Demonstrated leadership and managerial skills including skill in interpersonal relations and conflict resolution to deal with employees, team leaders and managers.
    • Ability to perform the full range of supervisory duties which include responsibility for assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements and disciplinary actions.
    • Ability to plan, organize, set short and/or long-term goals and conduct studies on technical and administrative problems, including personnel shortages, organizational structure, new technology.
    • Expert knowledge of concepts, principles and methods of laboratory technology and operations.
Preferred Experience: 5+ years of experience in Histology.
