Summary

This position is located in the Food and Nutrition Administration (FNA), Human Resources Division (HRD). As the Chief of the Talent Acquisition Branch the incumbent is responsible for the management of a broad array of Agency-wide human resources functions, projects, and programs related to classification, staffing, personnel action processing, and outreach and recruitment.

This is a 1 year detail/temporary promotion. This assignment may end earlier or be extended based on the manager's needs.

Duties

  • Responsible for the internal oversight, direction, and administrative management of the Talent Acquisition Branch.
  • Assist management officials, customers, and other stakeholders in developing workforce and succession plans, procedures, methodology, criteria, etc. to execute the Agency’s recruitment and placement programs.
  • Collaborate with the Chief Human Capital Officer and other key management officials to analyze and resolve human capital issues and areas of concern.
  • Provides senior level, authoritative advice and guidance to establish and implement strategic human resources plans and strategies to meet FNCS goals and priorities.
  • Develops, implements, and coordinates procedures, processes and ensures regulatory compliance for human capital program initiatives.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

To be considered for this position as a DETAIL at the GS-14 grade level, you must possess the knowledge, skills, and abilities to potentially qualify for a detail and hold the same grade level you are currently applying for.

To qualify for this position as a TEMPORARY PROMOTION at the GS-14 grade level, you must possess the following minimum qualifications by the announcement close date:

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify for the GS-14: Applicants must possess one year of specialized experience equivalent to the GS-13 in the Federal and or Public Service. Specialized experience is defined as:

  • Researching, interpreting, and applying the federal laws, regulations, policies and procedures related to classification, staffing, personnel action processing and recruitment;
  • Collaborating with various levels of internal and external stakeholders to provide information, discuss matters of mutual interest and negotiate to reach consensus on areas of concern; and
  • Providing vision, leadership, motivation and oversight for an organization's human capital program which includes designing, executing and managing programs, policies and procedures.

Upon completion of the detail, the employee will be expected to return to his/her regular duties.

An employee who is on detail is considered for pay and Full-time Equivalent (FTE) purposes to be permanently occupying his or her regular position of record. There will be NO CHANGE in current pay.

There is no substitution of education at this grade level.

Location Negotiable: Employees duty locations will be the same as their current office location.

This is a temporary promotion not-to-exceed one year and may be extended without further competition or may end earlier due to lack of work or funds, or at the discretion of the Hiring Manager. This temporary promotion may be made permanent without further competition. If the temporary promotion is not made permanent, you will be returned to your permanent position of record with any increases that would have been received if not temporarily assigned. If it is not possible to be returned to the prior position, you should be placed in another position in your agency for which qualified, at the same grade and geographic location as before. Should this not occur, reduction-in-force procedures may be necessary. If you are selected, we will work with you and your supervisor on an agreement covering return rights so every effort will be made to return you to a properly classified position for which qualified and at the same grade level.
