Summary

As the Supervisory HR Specialist (Division Director), GS-0201-15, you will serve as Director of the Payroll and Benefits Division within the Office of the Chief Human Capital Officer (OCHCO), reporting to the Chief Human Capital Officer. You will lead the agencies payroll, benefits, retirement, workers' compensation, and eOPF programs, ensuring compliance with federal regulations.

The selectee will be required to have a duty station at Headquarters or one of the 53 EEOC Field Offices.

Duties

  • Directs and oversees agency payroll operations, ensuring accurate and timely processing of pay, leave, retroactive pay, debt collection, workers' compensation, and payroll records.
  • Supervises managers and staff responsible for payroll administration, quality control, workload management, and compliance with federal payroll laws and regulations.
  • Manages the agency's employee benefits programs, including retirement (CSRS/FERS), health insurance, life insurance, flexible spending accounts, long-term care insurance, and related benefits.
  • Plans, conducts, and oversees studies and program evaluations to improve payroll, benefits, personnel security, and related HR programs, recommending process improvements to enhance efficiency and effectiveness.
  • Regularly communicates with agency senior leaders to ascertain their needs as a customer.
  • Performs extensive research, leads or conducts comprehensive reviews, and conducts program analyses to determine mission/program effectiveness.
  • Identifies issue and program impediments and establishes courses of action necessary to enhance the effectiveness and efficiency of managed programs.

Qualifications

To Qualify for the GS-15: You must have at least one (1) year of specialized experience equivalent to the GS-14 grade level in the Federal Service. Specialized experience is defined as having experience:

  • Directing and overseeing federal payroll, employee benefits, and debt management programs, ensuring compliance with applicable laws, regulations, and policies.
  • Providing executive-level technical advice and developing strategic initiatives, policies, and program improvements that support organizational goals and enhance human capital operations.
  • Supervising managers and professional staff, collaborating with senior agency officials and external stakeholders, and leading organization-wide initiatives that impact mission accomplishment and workforce management.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with the EEOC. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow the EEOC to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
