Duties
- Serves as a Supervisory Human Resources Specialist responsible for Branch oversight, management of day-to-day operational processes, assignment of work, and supervision of a team of employees.
- The Branch Chief facilitates the execution of extensive technical and specialized work in the areas of Recruitment and ensures the continuous delivery of HR services across a wide servicing footprint.
- Applies work guidelines and standards to ensure the branch operates efficiently, effectively, compliantly with applicable guidance, polices, regulations, laws, and in alignment with CHRA G9 and the supported customer’s mission.
- Develops operating procedures and implements best practices to achieve HR servicing consistency in the areas of recruitment, fill-time and/or fill-rate goals, employment services, employee retention, and advisory efforts.
- Utilizes HR reporting or automation tools to stay abreast of and manage productivity needs and/or output. Continuously assesses performance and analyzes trends to evaluate the operating environment within the assigned branch.

- Occasional travel for training purposes to off post locations is required
- Incumbent must complete the requirements for CHRA NAF Career Path III within twenty-four (24) months of placement into the position.

Qualifications
1. Possess eighteen (18) months or more in a full-service human resources operating environment at the senior NF-04 level (or equivalent).
2. Experience must demonstrate knowledge in at least one of the following functional areas of human resources: 1. Recruitment or, 2. Placement or, 3. Employment Services.
3. Possess progressive HR responsibilities with demonstrated experience supervising or leading an HR Team.
4. Experience analyzing, evaluating, and recommending appropriate resolutions to complex issues. Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook, MS Teams) or similar, reporting tools (e.g., Business Objects Applications, Cognos, etc.), and various human resources systems and/or tools.
Highly Preferred: Highly preferred are candidates who meet the minimum requirements above and possess substantive work experience providing HR services to DOD Child and Youth Services program customers.
