Specialized Experience:
GS-15: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:
- Leading interdisciplinary teams composed of representatives from federal agencies, non-governmental organizations (NGOs), donors, and international organizations to develop and implement strategies addressing key international humanitarian priorities, such as improving humanitarian response, advancing resilience, and enhancing the sustainability of interventions.
- Leading coordination, facilitation, and programming efforts to improve the effectiveness and efficiency of humanitarian assistance programs, including those related to food security and resilience.
- Leading efforts to design and implement evaluations for humanitarian assistance and resilience programs, generating key evidence to improve program effectiveness and strengthen decision-making.
- Providing technical leadership in the global humanitarian sector, working with a wide range of stakeholders, including donors, multilateral organizations, and non-governmental organizations (NGOs), to advance humanitarian program design, evaluation, and learning.
SELECTIVE PLACEMENT FACTOR: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. The selective placement factor for this position is: Applicants must demonstrate advanced knowledge and proven ability in designing and implementing multi-dimensional humanitarian programs and evaluations methodologies that advance the effectiveness of humanitarian assistance and inform strategic decision-making. This includes expertise in advanced evaluation methods, such as experimental designs (e.g., randomized controlled trials) or quasi-experimental approaches, tailored to the challenges of the humanitarian sector. Applicants should have experience using evaluation findings to influence high-level decisions, such as optimizing strategies, informing policies, or improving program outcomes. Additionally, candidates must show familiarity with sector-specific design and evaluation practices, including ethical standards, stakeholder engagement, and addressing data challenges in crisis-affected contexts. Evidence of qualifications should include examples of program designs and evaluations led, methodologies applied, and the impact of findings on decision-making and program improvement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
