This position involves managing one or more large, multi-year IT initiatives that require execution through multiple interconnected IT programs and/or projects, or an IT portfolio. The incumbent is responsible for leading, coordinating, communicating, and integrating all aspects of the program(s), ensuring their overall success and alignment with the agency’s critical priorities. The incumbent oversees the achievement of outcomes that align with the agency's business strategy, encompassing strategic planning, life cycle management, and capital IT investment plans. Responsibilities also include overseeing and facilitating project selection, prioritization, evaluation, and monitoring, as well as managing costs, schedules, risks, quality, and resource allocation.
Supervises a group of employees, performing work up to the GS-15 level with a predominate base at the GS-14 level. Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Observe staff performance; demonstrate and conduct work performance critiques. Establish guidelines and performance expectations for staff and communicate these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary.
Provides IT Program Management oversight to project managers, business analysts, and support staff who lead, coordinate, and manage a portfolio of IT projects from planning through execution. Ensure the timely delivery of high-quality solutions that meet project requirements. Ensure the team adheres to IT best practices, standards, and methodologies to meet the organization's technical and operational needs.
Oversee and facilitate the development and maintenance of program plans, schedules, and budgets, while guiding staff in identifying and mitigating risks and issues that may impact the program's success. Ensure alignment between IT programs and broader organizational strategic goals, providing regular updates to senior leadership and stakeholders. Oversee developing and implementing IT policies, procedures, and standards related to program management and IT operations.
Prepare and present regular updates, reports, and presentations to senior leadership, stakeholders, and key decision-makers, clearly articulating program status, risks, and outcomes. Translate complex technical information into easy-to-understand terms for non-technical audiences, ensuring everyone is informed and engaged. Lead collaborative discussions to support informed decision-making, involving the right stakeholders and ensuring all perspectives are considered. Provide clear, concise, and well-supported recommendations to guide decision-making processes and ensure alignment with organizational goals. Collaborate with stakeholders for acquisition analysis to ensure it aligns with organizational goals and objectives. This may involve evaluating potential acquisitions, ensuring that they meet the needs of users while staying within budgetary constraints.
Coordinates in the development, documentation, and implementation of IT policies, guidelines, and standards for the planning, development, integration, implementation, and evaluation of IT project management services that address the overall information needs of the organizational service units for which you are assigned. Provide high-level technical advice and guidance to senior agency management and other key officials on matters related to new or future projects.
Collaborate with stakeholders to analyze IT business cases to evaluate the potential return on investment (ROI) for new initiatives or technology implementations. Collaborates with stakeholders to develop long-term benefits, efficiency gains, and potential cost savings associated with new IT solutions to align with organizational goals and deliver measurable outcomes.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.

Initial permanent appointments to the Library of Congress require completion of a one-year probationary period. In addition, per Library of Congress Regulation 9-532, an appointee or internal selectee is subject to a one-year supervisory probationary period if this is their first supervisory/managerial position at the Library of Congress. Probationary periods served at other Federal agencies do not count toward this requirement.
