Duties

Major Duties:
- Use managerial techniques and quantitative analysis, to monitor work in progress, and evaluate the status and progress of work accomplished in terms of quality, efficiency, and effectiveness in achieving objectives.
- Use knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems.
- Coordinates with stakeholders to ensure appropriate interests are represented, functional requirements are included in analyses and designs, implements Government and industry best practices and tools within the assigned program areas, business practices are addressed and/or redesigned, and stakeholder feedback is incorporated.
- Perform needs analysis to determine opportunities for new and improved business process solutions.
- Coordinates with senior agency leaders and technical personnel within OIT to ensure architecture is compliant with regulatory policies, communication, software standards and with user requirements.

Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
Working Conditions: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the incumbent to various resultant environmental changes.

This is not a remote position. OI&T has multiple worksites at various duty locations, and the individual(s) selected may be assigned to any federal government work site. Basic Requirements:
1. Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

2. Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: Hands-on leadership operationalizing Azure Gov as a data platform, including access controls, governance, and auditing in production across multiple lines of business. Demonstrated experience integrating data catalog/governance, policy-based access controls, and query federation/lakehouse tools, notably Collibra, Immuta, and Starburst. Proven record setting product vision, strategy, and roadmap for a federal agency's data platform (not just a reporting/analytics tool), including backlog and release management, customer success motions, and outcome-based OKRs. Experience in cutting edge, early stage AI products and startups, delivering full product strategy for AI offerings (user journey mapping, product positioning, customer segmentation). Past success scoping and scaling new AI products and features, with demonstrable success in customer adoption, in private or public sector context. Experience conducting market research, identifying market gaps, and successfully releasing products on aggressive timelines.

3. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: one year of specialized experience at the G-14 level (or private sector equivalent) leading enterprise data/AI platform product management in a large, complex environment, owning vision, strategy, and multi-quarter roadmaps. Delivering platform capabilities from 0?1 pilots to scaled, secure operations and operationalizing data platforms with AI tooling and features. Experience must include discovery, planning, shipping, and operating AI features on the platform (e.g., retrieval/search, feature stores, governed model inference) as productized capabilities with documented adoption. Demonstrated business impact from platform and AI feature delivery (e.g., reduced time-to-data, lower run costs per query/workload, improved reliability/SLO attainment, or accelerated velocity) supported by artifacts and metrics.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
