Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2025.You may qualify based on your experience as described below. Experience refers to paid and unpaid experience and IT related, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
1. Computers and Electronics- Knowledge of the design and operation of electric circuit boards, processors, chips, and computer hardware or software systems, including applications and programming.
2. Configuration Management- Knowledge of the principles and methods for planning or managing the implementation, update, or integration of information systems components.
3. Information Technology Performance Assessment- Knowledge of the principles, methods, and tools (for example, surveys, system performance measures) to assess the effectiveness and practicality of information technology systems.
4. Managing Human Resources- Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
5. Embedded Computers- Knowledge of specifications and uses of specialized computer systems used to control devices (for example, automobiles, helicopters), including the appropriate programming languages.

Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
Specific specialized experience: Ability to Supervise Developers & Programmers. Mastery knowledge and experience of complex IT infrastructure including but not limited to: Network Security (Certificates, Venify), Intranet Web Applications, Intranet Web Hosting, Change Management (Agile), Development (Jira, GitHub), Project Management, Analytics (PowerBI, SSRS), Budget management. Customer service (SNOW) [initiate, assess, escalate, resolve, root cause analysis]. Policy Compliance (Emass) would be preferred.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
