Summary

The Indian Health Service (IHS) provides leadership and direction to programs and activities designed to improve health services for the American Indian/Alaska Native (Al/AN) people through a system of IHS, Tribal, and Urban (I/T/U) operated facilities and programs. This position serves as the Supervisory IT Specialist managing Commercial EHR applications and manages a staff of IT Specialist Electronic Health Record (EHR) Product specialists.

Duties

  • Responsible for planning and coordinating the installation, configuration, and sustainment of commercial enterprise Electronic Health Record (EHR) applications and systems.
  • Applies knowledge of commercial EHR applications software to develop configuration management baselines and participate in EHR go-live activities.
  • Works with government and vendor personnel to plan, test, and manage incremental releases of all EHR applications. This includes developing processes and controls for managing Change Control processes.
  • Develop strategies and recommendations for optimizing and improving enterprise Change Management and Change Control processes.
  • Plans and assigns work to be accomplished by subordinates, sets priorities, and prepares schedules for completion of work.
  • Evaluates subordinates work performance, identifies and provides for employees developmental and training needs, and develops performance standards.
  • Implement strategies to eliminate or reduce significant bottlenecks and barriers to competing priorities that impact production.
  • Manage organizational change as the agency evolves the enterprise EHR.
  • Contributes to the development of enterprise-wide acquisition plans, and strategies.
  • Serves as a project management subject matter expert as a Federal Acquisition Certification for Project and Program Management, Senior Level (FAC-PPM) SR Level.
  • Serves as the primary liaison between IHS, Tribal health programs, Urban Indian Organizations (I/T/U) users, and commercial software development staff on aspects of enterprise product configuration.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

1. Experience leading or serving on a team responsible for the planning and coordinating in the installation, configuration, sustainment, and upgrade of commercial enterprise-wide Electronic Health Record applications and systems.

Selective Placement Factor: Have a Federal Acquisition Certification for Program and Project Management (FAC P/PM) level II or must be willing to earn certification within 24 months.

You must meet all qualification requirements within 30 days of the closing date of the announcement.
