Summary

This position is located in the General Services Administration (GSA), Federal Acquisition Service (FAS), Technology Transformation Services (TTS). 

As a Supervisory IT Specialist (INFOSEC), you will serve as a key security expert perform high level information technology (IT) security operations implementation, policy, and related work impacting a wide variety of government agencies.

Duties

Supervisory Duties

  • Supervises an assigned organization performing work that involves high profile IT projects and other highly technical and innovative assignments.
  • Provides technical and supervisory guidance to staff, reviews work for accuracy and compliance with instructions and policy, and recommends improvement of work methods.
  • Ensures subordinates are aware of agency and program office policies, project goals, objectives, and mission.

Policy Leadership and Stakeholder Collaboration

  • Serves as a key security expert and coordinates a wide range of major initiatives associated with TTS and its partner agencies.
  • Performs independent security assessments on governmentwide software applications that reflect the state of modern information security and develops open source software tools as necessary to support related initiatives and government efforts.
  • Leads security operations and incident response and remediation processes for security events within the program office. Develops processes and open source tools to proactively detect malicious activity in Login systems and coordinates their integration into program security operations with engineering and infrastructure teams.
  • Develops cyberspace plans, strategy, and policy to support and align with organizational cyberspace missions and initiatives.
  • Implements and provides authoritative advice and guidance to employing and other agency management and staff and program office partners and other stakeholders to ensure the confidentiality, integrity, and availability of network and information systems on a broad, complex spectrum impacting a wide variety of government entities.

The GS-15 salary range starts at $143,736.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 

Applicants applying for the GS 15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS 14 level in the Federal service as described below:

IT Specialist competency requirements: 

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups. 
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving -  This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

To qualify, you must have one (1) year of specialized experience. Specialized experience is defined as:

  • Leading Authority to Operate, Certificate to Field, or other cybersecurity compliance assessments;
  • Providing cybersecurity guidance to application development teams, anti-fraud teams, platform engineers, or Security Operations Center (SOC) engineers;
  • Leading the overall planning, management and direction of a security and compliance program or line of business, or a single, highly complex security project, product or business;
  • Overseeing a customer-facing digital identity product or a public-facing government technology product that serves multiple constituencies of users;
  • Partnering with leadership and stakeholders across teams or agencies to achieve organizational goals;
  • Leading and/or supervising a team and providing mentorship, support and professional development opportunities.

Implementing IT security defense strategies to ensure protection of IT infrastructure; and address uncertainties involving legislation, authorities, and future of the program involving unprecedented factual issues (e.g., stemming from complexities of the program and/or recent changes) and balance conflicting interests/positions.
  4. Expert knowledge and related skill in applying information security sub-specialties, especially in the field of web applications, sufficient to generate and develop new IT information security concepts, hypotheses, and theories to solve critical problems impacting program operations encompassing a broad array of government agencies and other entities.
  5. Collaborating across boundaries to build strategic relationships, achieve common goals, and resolve sensitive issues.
