Summary

This is a Direct Hire Public Notice. Please read this Public Notice in its entirety prior to submitting your application for consideration.

This position is located within the Department of Commerce (DOC),
National Weather Service (NWS), Office of the Assistant Chief Information Officer (OACIO) with one vacancy located within the specified "Locations".

Duties

Because of the level of interest anticipated for these positions, you will be asked to select up to five duty locations for which you wish to receive consideration. You are encouraged to choose carefully and please select only those locations where you would be willing to accept a position. You may wish to consider such things as the cost for relocation, which will not be reimbursed by the agency, and the cost of living in the duty location(s) you select. The working title for this position is Chief Information Security Officer. As a Chief Information Security Officer, you will perform the following duties:

  • Manage the Assessment & Authorization & and Federal Information Security Modernization Act of 2014 (FISMA) Compliance programs, ensuring adherence to relevant regulations and guidelines.
  • Advise and engage with NOAA leadership to advocate for the cybersecurity initiatives are aligned with agency-wide objectives and direct the implementation of appropriate security controls, conduct risk assessments and vulnerability scans and review security configurations.
  • Manage and develop strategic Information Technology (IT) security planning, budget preparation, procurement, and contract administration.
  • Exercise supervision and managerial responsibilities for the work of the Information Technology Security Services Branch (ITSSB) staff and the Office of the Assistant Chief Information Officer (OACIO) with a focus on the A&A and FISMA compliance programs.

CONDITIONS OF EMPLOYMENT: This position requires the annual filing of a Confidential Financial Disclosure Report (OGE Form 450) because of contracting/procurement sensitivities and budgetary responsibilities.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-15 level:
In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience MUST include all of the following:
  • Developing and implementing policies, procedures and guidelines to meet compliance and IT security requirements for information systems;
  • Advising and advocating the cybersecurity needs and priorities for an organization;
  • Managing procurement, contract administration and budget preparation; and
  • Leading a professional scientific or technical staff.

Education

There is no Substitution of Education for this series and grade.

Additional information

CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
