Summary

The primary purpose of this position is to serve as a first level supervisor to a geographically dispersed workforce providing planning, directing, organizing, and exercising control over non-supervisory GS 2210 series employees' grades GS 9-13 assigned to the Office of Information Technology (OIT).

Duties

Major duties:
Mastery level knowledge, skills and abilities required by the incumbent to successfully fulfill the major duties and perform the tasks required for this position include:

  • Collect and maintain data needed to meet system cybersecurity reporting ensure that protection and detection capabilities are acquired or developed using the IS security engineering approach and are consistent with organization level cybersecurity architecture.
  • Manage the monitoring of information security data sources to maintain organizational situational awareness.
  • Participate in the development or modification of the computer environment cybersecurity program plans and requirements.
  • The incumbents' work contributes directly to the success of OIT ESO's information security program.
  • The incumbent's mastery knowledge of project management concepts and methods contribute to or independently develops plans, policies, and other materials whose purpose is to communicate security information at the area, network and ESO levels.
  • Plans directs coordinates and controls all IT related technical and administrative work aspects of the division to which assigned within the office of information technology enterprise security operations.
  • Knowledge of computer networking concepts and protocols, and network security methodologies.
  • Knowledge of risk management process.
  • Knowledge of laws, regulations, policies, and ethics as they relate to cyber security and privacy.
  • Knowledge of cybersecurity and privacy principles.
  • Knowledge of cyber threats and vulnerabilities.
  • Knowledge of specific operational impacts of cybersecurity lapses.
  • Knowledge of encryption algorithms.
  • Knowledge of data backup and recovery.
  • Knowledge of cybersecurity and privacy principles used to manage risks related to the use processing storage and transmission of information or data.
  • Ability to apply techniques for detecting hosts and network-based intrusions using intrusion detection technologies.
  • Ability to identify critical infrastructure systems with information communication technology that were designed without system security considerations.
  • Advise senior management on risk levels and security posture.

Work Schedule: Monday - Friday; typically 8:00 a.m. - 4:30 p.m. (Tour of duty will be determined based on organizational needs)

Physical Requirements: The work is primarily sedentary in nature. No special physical demands are required to perform the work. Qualifications

Basic requirement for the GS-14 level: For this position, individuals must have IT-related experience demonstrating each of the four competencies listed below. Specialized Experience: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Working knowledge of Risk Management Framework (RMF) and Governance, Risk and Compliance tools to include National Institute of Standards and Technology (NIST) 800-53 and all associated security controls, assessment procedures (AP) and Control Correlation Identifier (CCI). Working knowledge of log reviews to include Nessus, WireShark, Mandiant, and Splunk. Knowledge of Information System Security Officer (ISSO) responsibilities to include System Security Plans (SSP), Authority to Operate or Authorization to Operate (ATO) (lifecycle), Risk Assessment, and Plan of Action and Milestones (POAM) documentation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
