Summary

This position is located in the Enterprise Command Operations (ECO), End User Services (EUS), Office of Information and Technology (OIT) serving as an IT Specialist responsible for the full range of duties within their assigned roles in the Enterprise Command Center to provide event management services for addressing IT operational events in order to maintain the interoperability of production systems and services.

Duties

DIRECT HIRE AUTHORITY: This position is being filled using Direct Hire Authority 5 CFR 337.205 for this occupation.

The Major Duties of the Supervisory IT Specialist are, but are not limited to:

  • Responsible for all administrative, operational, and planning activities of the staff and programs assigned. Provides direct supervision to all staff assigned to include Shift Leads, Incident Managers, and Incident Coordinators. Creates an environment where staff solves problems at the lowest possible level of the organization and can work across the teams to solve problems.
  • Performs performance appraisal processes as outlined in applicable policies including working with subordinates on performance plans, midyear and end of year evaluations.
  • Tracks progress and quality of performance for assigned staff, and develops remediation plans where necessary. Identifies career development pathways and opportunities for staff. Responsible for working with staff for the development of Individual Development Plans (IDP) and for assigning appropriate training through the VA Talent Management System (TMS).
  • Leads, coordinates, communicates, and integrates Major Incident Management services across the OIT and/or subordinate organizations and is accountable for the overall success of assigned duties and responsibilities and ensuring organizational goals are aligned with critical ECO, DevSecOps and agency priorities.
  • Responsible for ensuring the work efforts of assigned staff achieve the outcomes specified within DevSecOps and the agency's business strategy.
  • Responsible and accountable for project management, prioritization, evaluation, monitoring, cost management, risk management, quality management and resource allocations within the scope of Major Incident Management.
  • Responsible for long and short-range planning for Major Incident Management functions. Executes strategic plans, communication plans, division operating plans, and budget operating plans that are designed to achieve IPM and ECO goals and objectives.
  • Manages engineering, implementation, evaluation and continuous improvement of processes and technology in accordance with management priorities and objectives. Ensures appropriate documentation is developed to substantiate plans and procurements, and to ensure usability and effectiveness of processes and technology once implemented.
  • Assigns incident work roles, ensuring priorities, methods, deadlines and quality of service have been met, and approves all outgoing incident communication. Delivers the highest level of customer service and rapid reaction planning during agency defined critical and high priority incidents that impact patient care, claims processing, and cemetery operations at a singular site, throughout a region, or across the country.
  • Communicates regularly through face-to-face, e-mail, online collaboration, video conference, and telephonic methods with customers, IT professionals, vendors, and all levels of management and agency officials to identify incident roles, problem to be solved, actionable events, resolution goals, and expected service levels.

Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site

Working Conditions: Work is performed in a typical computer operations environment. Rooms are well-lighted, airconditioned office spaces with moderate noise from common office equipment. Computer equipment on the operations floor involves the use of high voltage electricity. The position involves permanent tours of duty involving day, night, weekend, and holiday tours of duty, 24x7x365. The position may involve mandatory and optional overtime.

Specialized Experience Requirement:One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

  • Specialized experience is defined as: Experience managing unscheduled service interruptions, including written notifications, resource gathering, telephonic bridge communication, technical research and investigative analysis; Developing IT SOPs, desk references and/or policies; Participating in the planning of strategic goals as they relate to the management of major incidents.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
