Summary

This position is assigned to the Enterprise Applications & Support Branch (N6Q2); NAF Systems Division (N6Q); Commander, Navy Installation Command (CNIC), Millington, TN. The incumbent serves as a Headquarters (HQ) Supervisory IT Specialist performing the evaluation, analysis, configuration, and delivery of business systems and support services for enterprise applications across CNIC NAF operations. The position ensures system functionality, business alignments, data integrity, and user support.

Duties

Duties include but are not limited to:

  • Analyzes business requirements for diverse operational areas (e.g. retail, food, recreation, child & youth, lodging, finance, procurement, and data warehousing) and translates them into effective system configurations and workflows.
  • Configures systems (ERP or POS) to meet operational needs, including pricing, inventory, menus, room charges, discounts, accounting, purchasing workflows, financial reporting, and data analytics.
  • Evaluates system performance and recommends enhancements to improve efficiency, accuracy, data integrity, and customer experience.
  • Researches and documents business processes, identifying gaps and recommending technological solutions and process improvements.
  • Develops and maintains configuration standards, documentation, and knowledgebase entries for assigned systems (ERP or POS).
  • Provides subject matter expertise on assigned system capabilities, limitations, and integration points and best practices.
  • Troubleshoots complex system issues in cooperation with other division staff and vendors.
  • Coordinates with stakeholders to ensure system changes align with operational requirements, business objectives, and compliance standards.
  • Participates in planning and delivery of training for end users and managers on system functionality, updates, and reporting capabilities.
  • Ensures rigorous application of information security and data privacy policies in system configuration, maintenance, and support activities.
  • Manages special projects related to new system deployments, upgrades, integrations, and data migrations.
  • Advises management on risks, issues, and cost/benefit analysis related to assigned systems.
  • Provides reports and analysis of system usage, incidents, trends, and key performance indicators (KPIs) to inform decision-making.
  • Provides administrative and technical supervision (including hiring, discipline, evaluation, and training) for up to seven IT Specialists, NF-2210-04, assigned to the section.
  • Reviews and approves leave requests.
  • Develops section goals and staff responsibilities.
  • Assigns work based on priorities, complexity, and staff capabilities.
  • Directs staff who provide system analysis, configuration, and support for assigned systems.
  • Develops and executes staffing plans and contractor requirements.
  • Reviews and accepts, amends, or rejects work performed by subordinates.
  • Provides performance ratings, approves awards, and takes corrective actions when necessary.
  • Communicates assignments, milestones, and deadlines to the team provides status updates on the same to supervisor.
  • Counsel employees on behavior and initiates disciplinary actions if required.

  • Must have or be able to obtain and maintain clearance for a Tier 2 (T2 (55)) Investigation Non-Sensitive National Security Sensitivity designation and Moderate Risk designation.

  • Must be current CNIC NAF employee residing in the local commuting area (50-mile radius) of Millington, TN.
  • Must earn and maintain appropriate foundational and residential qualifications from the DoD Cyber Workforce Qualification Matrix (described in DODM 8140 and https://cyber.mil/wid/cwmp/qualifications-matrices) within nine (9) months.
  • Must participate in a continuous learning program as described in DODM 8140. A minimum of 20 hours of Cyber Workforce related continuous professional development annually or what is required to maintain certification.

Qualifications

A qualified candidate must possess the following:

  • Broad, professional knowledge of IT systems and infrastructure, encompassing POS systems for retail, food, recreation, child & youth, and lodging operations; ERP systems, including financial, procurement, and data warehousing applications; operating systems; systems software applications; telecommunication networks; hardware components; and various cloud service models.
  • Knowledge of business process analysis, requirements gathering, and workflow documentation.
  • Mastery of system configuration methods and practices for assigned systems (POS or ERP).
  • Mastery of integration principles and techniques for assigned systems with other enterprise applications.
  • Knowledge of cybersecurity and privacy principles, including PCI compliance for payment processing where applicable to assigned systems.
  • Mastery in troubleshooting complex system issues and identifying root causes.
  • Skill in conducting research and applying innovative solutions to business and system problems.
  • Knowledge of process for developing, scheduling, coordinating, and managing projects, relevant contracts, and resources.
  • Knowledge of, and skill in of one or more of the following software applications that the CNIC NAF organization supports: enterprise applications (ERP), program support applications (point-of-sale and recreation/activity management systems), commercial global networks, on-premises datacenters, cloud-based environments, and software-as-a-service beyond service desk software applications.
  • Mastery of, and skill in applying IT problem management methods and practices.
  • Knowledge of, and skill in applying communication methods and techniques.
  • Mastery of, and skill in applying customer support concepts, principles, methods, and practices.
  • Mastery of, and skill in applying the interrelationships among different IT disciplines.
  • Mastery of, and skill in applying project management principles and methods.
  • Knowledge of measures or indicators of system performance and availability.
  • Knowledge of systems administration concepts.
  • Knowledge of a broad variety of electronic devices (e.g., desktops, laptops, tablets, access control devices, digital scanners, barcode readers, networking components, printers, mobile phones, etc.).
  • Knowledge of system administration concepts for operating systems such as but not limited to Linux, iOS, Android, and Windows operating systems.
  • Knowledge of organizational security policies.
  • Knowledge of Personally Identifiable Information (PII), Personal Health Information (PHI), Payment Card Industry (PCI) data security standards.
  • Knowledge of system architecture methodologies, infrastructure design, system integration, contingency planning, and system life cycle management.
  • Knowledge of DOD and DON cybersecurity policies.
  • Skill in identifying possible causes of degradation of system performance or availability and initiating actions needed to mitigate this degradation with assistance from or direction to technical staff within the division.
  • Skill in the use of Microsoft 365 programs (e.g., Teams, Planner, Word, Excel, Power Point, Outlook).
  • Skill in the effective and efficient use of planning and project/task assignment and tracking software.
  • Skill and ability to develop and sustain cooperative working relationships with team members and within the organization.
