Summary

This branch chief position is located within the Business Architecture Branch, Enterprise Architecture (EA) Division, in the Technology Solutions Office, headed by the Chief Technology Officer, under the Department of Technology Services (DTS).

Duties

The incumbent of the Chief Enterprise Architect and is responsible for leading and mentoring teams of federal business architects and contractor resources in creating, establishing, and managing a business outcome-driven EA Business Architecture program that ensures alignment and integration across all architecture domains. The incumbent is responsible for creating and managing programs to develop and govern business architectures, strategies, capabilities, and roadmaps, fosters open communication and collaboration across the judiciary, and leveraging and enhancing the EA toolset to facilitate knowledge sharing, data-driven decision-making, and governance. The incumbent also works closely with stakeholders across the judiciary to identify opportunities for innovation and optimization and supports the evolution of the Enterprise Architecture Division's services and operations.

Duties of the position include, but are not limited to:

  1. Collaborate with the Chief Enterprise Architect and Chief Technology Officer to design, implement, lead, and manage a comprehensive Business Architecture program for the judiciary in coordination with the Technology Architecture Branch.
  2. Lead, mentor, manage, and supervise subordinate employees and contractors, ensuring effective program execution.
  3. Perform tasking, monitoring, and performance management for all business architecture efforts.
  4. Design, implement, and manage an EA Business Architecture program to facilitate business strategy formulation across the judiciary and identify business capabilities and innovation opportunities.
  5. Work closely with business and IT executives and leaders to understand the business and operating models and manage organizational and culture change.
  6. Lead and manage the construction of deliverables, including business outcome statements, strategy on a page, scenario plans, business capability models, value-stream maps, business process models, customer and user profiles, journey maps, and investment roadmaps.
  7. Continuously assess the effectiveness of the Business Architecture program by developing and monitoring performance metrics and delivering and implementing improvement plans to optimize program performance.
  8. Ensure the EA toolset delivers necessary information and artifacts to business leaders, executives, and other stakeholders, effectively communicating business architectures, artifacts, and metrics to drive organizational alignment and understanding.
  9. Advise solution architects and stakeholders on business-focused risks, needs, costs/benefits, and impacts.
  10. Support developing and applying guiding principles, standards, and minimal viable architectures informed by the business strategy.
  11. Develop and manage a program to support business leaders and executives with business modeling, innovation management, IT investment analysis, process modeling, business capabilities mapping, and journey maps.
  12. Research and share information on emerging EA trends and disruptions, informing the organization of potential opportunities and challenges and providing recommendations for proactive adaptation.
  13. Establish and maintain strong relationships with key stakeholders across the judiciary, including business leaders and IT executives, to ensure the Business Architecture program effectively supports the organization's goals and objectives.
  14. Develop and implement a communication and change management strategy to ensure the successful adoption and integration of business architecture practices and deliverables.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience:
  1. Leading an Enterprise or Business Architecture program with direct responsibility for program organization, operation, and performance; responsibility for strategy formulation, business analysis/analytics, business architecture, and program management.
  2. Managing, leading, supervising, and directing staff with responsibility for staff's personal development, skills assessments, training guidance, and performance.
  3. Working with Business and IT Executives and leaders, developing and presenting opinion papers, analysis, roadmaps, and presentations communicating complex business and technical scenarios and problems to C-suite and Senior Management.
