Summary
The Senior Technical Delivery Manager position is located in the Department of Program Services (DPS), Case Management Systems Office (CMSO), Federal Judiciary Digital Services Division (FJDS). The CMSO develops and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and external stakeholders.
Duties
The Case Management Systems Office is seeking a qualified self-starter to serve as the Senior Technical Delivery Manager. The Senior Technical Delivery Manager is a supervisory position reporting to the Federal Judiciary Digital Services Division Chief (FJDS).
The Senior Technical Delivery Manager identifies customer needs, leads and manages the implementation team, and collaborates with Department of Program Services offices to develop and launch Information Technology product pilots, drive user adoption, and manage and support implementations. The Senior Technical Delivery Manager supports the delivery of operational excellence at every stage of the implementation process and utilizes tools to record business activities and related communications.
The position requires effective leadership, communication, facilitation, team building, critical thinking, and change management skills to influence and guide cross-functional teams and oversee resources, budgets, and timelines.
The duties of this position include, but are not limited to:
- Developing strategic roadmaps for implementing new products and preparing product teams and the court teams within deadline, budget, and court needs.
- Forming initial scope assessments, defining work plans and roadmaps, and overseeing groups executing implementation plans.
- Serving as a liaison between departmental stakeholders and executive leadership to ensure alignment of all product implementation.
- Monitoring products past roll out and creating reports detailing insights and potential improvements for future initiatives.
- Creating detailed plans to implement complex products and solutions.
- Identifying and implementing staffing and business processes in the newly created implementation product team to efficiently transition products from design - delivery stage to implementation stage to successfully adopted stage.
- Working with operations managers to proactively manage pilots and early adopter efforts and identify system improvements.
- Serving as primary representative for the product operations leadership and product implementation team.
- Ensuring that the delivery scope and budget are maintained.
- Developing and issuing management plan.
- Tracking and monitoring onboarding courts on the new product and the product adoption percentage.
- Ensuring all necessary documentation is delivered on time.
- Monitoring performance of project teams and subcontractors.
- Ensuring that deployment management relies on verified schedules and forecasts.
- Determining the causes of any perceived deviations.
- Managing implementation and coordination with business and the other product teams or offices; forward solutioning to ensure that deadlines are met.
- Effectively communicating and keeping cross-functional teams informed.
- Leading retirement and sunsetting of products.
- Identifying trends and proactively problem solving.
- Executing solutions, such as creation of resources (internal/external), process documentation, develop checklists/resources for consistency.
- Developing internal policies and procedures, as needed for implementation.
- Identifying improvement projects to enhance efficiency and reduce product delivery risk.
- Conducting staff education regarding new and evolving products.
- Processing improvement examples and resulting policies and procedures.
- Conducting onboarding and ongoing training of existing staff.
- Facilitating meetings and conduct training as part of pilots.

Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in leading the implementation of products, services, and/or new technology; and experience in product development and operations leading to effective product operation.
