Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a Supervisory Information Technology Specialist (APPSW) at the GS-2210-14 some of your typical work assignments may include:

  • Responsible for planning, directing and coordinating the efforts of DSCA software products which includes the operation and sustainment of existing systems and platforms.
  • Ensures that an adequate system of controls to measure accomplishment against projected schedules is established and maintained.
  • Ensures that the functional design, design updates, analysis of impact of modifications, programming, testing, and deployment preparation are accomplished following coordinated schedules in an efficient, functionally correct, and comprehensive manner.
  • Responsible for the development of systems using industry standard development of technology, testing, pre-implementation review and release coordination of software updates.
  • Serves as a senior professional expert on DSCA systems including the development and application of policies and objectives for the SC processes and associated data processing design.
  • Plans, directs, determines quality of service, and directly provides administrative and technical supervision to a staff of Information Technology (IT) professionals composed of system analysts and developers at grades GS-7 to GS-13 in addition to support contractors/vendors.
  • Determines and manages resources required by the branch such as: selecting personnel, training, resolving personnel problems, conducting performance reviews, recommending awards, authorizing overtime and travel, and providing motivating guidance.
  • Performs assessment of machine, computer, and human costs, timeframe constraints, complexity of data model manipulation, processing volumes, and other economic analysis factors for requested software development efforts across DSCA, working with stakeholders including program managers, project managers, and resource managers.

Qualifications

You may qualify at the GS 14 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:

  • Directing a large group of subject matter experts and been responsible for oversees all aspects of updates and maintenance of systems under purview including functional systems analysis, design, programming, testing, and implementation
  • establishing, reviewing and approving technical approaches for system modifications including impacts to design, analysis, programming requirements, and funding for modification, testing, equipment level of effort, training, conversion of code, implementation, life cycle maintenance, and increased efficiency and effectiveness in supporting system components
  • directing the configuration of commercial off the shelf (COTS) or development of custom software applications, the identification of process and performance gaps in the software, and the design and build software to identified gaps.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively,
taking into account the audience and nature of the information (for example, technical, sensitive, controversial);
makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds
appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment
to generate and evaluate alternatives, and to make recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

This is an Acquisition Workforce (AWF) Position IAW 10 USC Section 1721 and regulations issued by the Under Secretary of Defense for the AWF. This position requires Engineering & Technical Management (N) / PM, Practitioner acquisition certification. The incumbent has 60 months to achieve this certification unless a Position Requirements Waiver is approved to extend the certification period.

Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements.

This position requires the incumbent to possess or attain at least an Information Assurance Technical (IAT) Level II certification within 6 months of entering the position. Employees will be required to sign a Statement of Understanding regarding the certification requirement and maintaining the required certification is a condition of employment. This position has been identified and will be covered by DoD 8570.01-M, Information Assurance Workforce Improvement Program and requires certification.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
