Duties

This job opportunity is located in the Programming Section of the Information Technology Support Branch, National Processing Center (NPC), Jeffersonville, Indiana. This position serves as Section Chief with responsibility for directing the Administrative and Data Capture Programming Unit in such activities as review and analysis of specifications/procedures, designing specialized code in a wide variety of languages, and problem resolution for applications and processes in use by various branches both at NPC and Headquarters. This position is not included in the bargaining unit.

The individual selected for this position will:

  • Administer the full and effective planning and utilization of the section's personnel to meet and exceed the demands of the assigned tasks, taking into consideration priorities and time schedules.
  • Recommend the development of new methods and procedures and changes in existing practices for more effective operations; review requirements of projects to determine objectives, concepts, and processes; and recommends course of action.
  • Develop complex routines and detailed sequences of internal program logic by planning, coding, testing, and debugging; document all programs and systems.
  • Be responsible for migrating technological solutions from development into production; review and manage the various task/work queues used in Remedy and facilitates problem resolutions by staff in the User Support Unit (CKA. Helpdesk) in a timely fashion.
  • Direct the assignment of key section personnel based on priorities, employee skill level, and technical requirements of tasks assigned; coordinate and monitor training programs assuring that staffs are highly proficient in the most cutting edge technologies and practices.

Tour of Duty: Day Shift hours, Monday through Friday. 8-hour shift to start with AWS, four 10-hour days, or a multi-flex schedule are available. Alternate Work Schedule (AWS) is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off.

A one-year probationary period will be required.

This is a supervisory position. You must have demonstrated in your work experience or training that you possess or have the potential to develop the qualities of successful supervision. You may be required to serve a supervisory/managerial probationary period.

Qualifications

Specialized Experience: You qualify at the 13 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 12 level to meet the qualification requirements in the Federal Service. Specialized experience for this position includes: planning, managing and leading others in developing web and cloud-based applications as well as big data processing and analysis; utilizing modern program language and frameworks, AWS Cloud Services, data storage (SQL, Postgres, Oracle, AWS); and consulting with customers and subject matter experts to refine requirements.

Education cannot be substituted for the specialized experience at this grade level.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below:

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
