Job Description (Please follow all instructions carefully)

Summary

The incumbent of this position serves as the Deputy Chief Information Officer, in the Office of the Chief Information Officer with the National Transportation Safety Board (NTSB) in Washington, DC. The incumbent will play a pivotal role leading the day-to-day technical operations and shapes the technology vision to achieve agency strategic objectives along with providing oversight to the Computer Services, Enterprise Architecture, Systems Support, and Records Management Divisions.

Duties

As a Supervisory Information Technology Specialist (Deputy Chief Information Officer), GS-2210-15, you will perform the following major duties:

Oversees the technical implementation and execution of projects impacting all aspects of NTSB's information technology program in accordance with Federal law and regulations.

Provides direction, leadership, and oversight to OCIO's Divisions, collaborating closely with the Chief Technology Officer (CTO), Chief Information Security Officer (CISO), and key stakeholders to ensure strategic technology investments align with cybersecurity requirements.

Oversees budgetary allocations, ensuring responsible financial management practices. This includes developing budget forecasts, conducting ongoing financial reviews, identifying areas for optimization, and advocating for necessary resources to support mission-critical initiatives.

Serves as a trusted advisor to senior agency officials; provide expertise and insight with strategic counsel on records management, program planning, technology human capital, resource allocation, and implement strategies to guide key decision-making processes, to shape the future trajectory of NTSB's IT programs and initiatives.

Qualifications

To qualify for this position, you must meet the following:

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

GS-15:
You MUST have one year of specialized experience equivalent to at least the GS-14 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: (1) Experience in planning and managing the analysis and formulation of broad program, technical, and administrative policies and procedures for strategic planning, execution, and deployment of IT products and services. (2) Skilled in developing strategic, long-range, and tactical plans to optimize IT solutions (e.g., cybersecurity, enterprise architecture, records management) to protect data and IT infrastructure by anticipating, identifying, evaluating, mitigating, and minimizing risks associated with IT vulnerabilities. (3) Managing IT budget formulation, support contracts, resources, Cloud spend, and performance across application development, operations, and maintenance. (4) Prioritize and assign work, allocating resources to projects, recommending training, counseling, awarding, motivating team members, and handling administrative tasks such as approving leave, timesheets, and conducting performance reviews. (5) Knowledgeable in federal Record and Information Management Program laws, executive orders, directives, instructions, and NARA guidelines, including methods, metrics, tools, and techniques of Business Process Management and Continuous Process Improvement (CPI).

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
