Job Description (Please follow all instructions carefully)

Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located in Grafenwohr, Germany with the 52nd Signal Battalion.

Duties

  • Responsible for operation and maintenance of all Unclassified/Classified/Coalition Network, Campus Area Network, Wide Area Network, Voice over Internet Protocol and Voice over Secure Internet Protocol infrastructure.
  • Develops and directs the implementation of VOIP systems, including voice, video, and voice messaging.
  • Oversees configuration and integration of voice and data networking components in the development/fielding of IP telephony systems within the Region.
  • Prepares and presents briefings to senior management officials on complex and controversial issues.
  • Directs scheduled preventative and unscheduled demand maintenance in accordance with policy, guidance and directives.
  • Supervises replacement of faulty equipment hardware with spare part(s) and ensures defective equipment is turned-in for repair or replacement.
  • The incumbent is the overall focal point for management, oversight and control of the Telecommunications Network, VoIP, transport and telephone systems, and support.
  • Reviews and provides comments to policy and regulations issued by higher command authorities, e.g., Defense Information Systems Agency (DISA), Department of the Army, NETCOM, etc.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain Top Secret security clearance eligibility with access to sensitive compartmented information (SCI).
  • Position requires that employee passes screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
  • This position requires the employee to occasionally travel (approx. 10%) from the normal duty station.
  • Incumbent (or Selectee) appointed to IA/IT positions must complete all DoD 8570.1-M, Information Assurance Workforce Improvement Program training and certification (baseline and computing environment (CE)) requirements within 6 months.
  • Sustainment training is required as needed to keep the IA\IT professional proficient in their job duties.
  • All individuals performing technical functions are required to sign a Privileged-Level Access Agreement (PAA) and Non-Disclosure Agreement (NDA).
  • This position requires periodic On-Call status.
  • Lifting up to 35 pounds is required.
  • In accordance with AR 690-11, this position may be designated as Emergency-Essential. Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
  • In the event of a crisis situation or wartime,
  • the incumbent must continue to perform the duties and requirements of the position to ensure the success of combat operations or to support combat essential systems subsequent to mobilization or an evacuation order.
  • This position is designated as Key.
  • The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.
  • Additional training, medical requirements such as a medical examination and/or immunizations, and deployment responsibilities may apply to this position.
  • Obtain and maintain a TMP driver’s license.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.

  • In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.

This position is in the Supervision/Management Work Category at the Senior Performance Level within the CES Occupational Structure.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) managing and maintaining Campus Area Network, Wide Area Network, VoIP and VoSIP; (2) planning and systems configuration; (3) property accountability and management; (4) managing internal and external current operations tasking; and (5) writing memorandums and briefing senior management.

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
