Basic Requirements Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: 1) Leading and managing IT strategic and tactical planning, capital planning, workforce planning, and performance planning to align with organizational goals, 2) Coordinating the review of IT functions, services, and performance to establish policy priorities and ensure alignment with strategic objectives, 3) Overseeing subordinate management staff and insourced and outsourced resources to manage specific IT process areas 4) Providing expert policy guidance to IT management, staff and customers, ensuring compliance with federal rules, regulations, laws. 5) Establishing and maintaining effective, courteous, respectful, and professional relationships with a varied array of internal and external stakeholders, business owners, and customers 6) Planning and assigning work, setting and adjusting priorities as necessary, developing performance standards, appraising work, and providing advice, counsel, and guidance to subordinates 7) Serving as system owner for multiple enterprise IT systems and being responsible for ensuring proper configuration management, recordkeeping, auditing, and testing of system controls.
Work Environment: The majority of the work is performed in an office setting. The position must be able to make site visits to on-site and off-site locations. The position does spend time in private or on public transportation in conjunction with travel to meetings and visits to other government offices or contractor facilities. Working hours are within the typical workday, however major and non-major IT activities may require overtime or weekend support. The work area involves everyday risks or discomforts that require normal safety precautions. Temperatures in computer and network communications facilities are controlled to accommodate the hardware and may necessitate exposure to uncomfortable conditions.
Physical Demands: The work is primarily sedentary. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the worksite. Some work may involve lifting or carrying with assistance items such as office materials, books,
computers, electronic and information technology weighing up to 50 pounds, or similar items. Driving a vehicle may be required. Trips to other elements within the organization are routine and trips to other government agencies or contractor sites may be required. Position works with information processing workstations. Intense concentration and performance of duties at maximum capacity is required to meet deadlines. No special or out of the ordinary physical effort is required.
Background Investigation: To ensure the accomplishment of our mission, FLETC requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for suitability/fitness as a condition of placement in this Non-Sensitive, Moderate Risk position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
