Duties

This Supervisory Intelligence Operations Specialist position is located in Operations Support (OS), Intelligence and Analysis (I&A), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:

  • Serve as a technical expert and intelligence advisor to the Executive Directorate for Intelligence (EDI), the Deputy Assistant Administrator (DAA) and the Assistant Administrator (AA) in addition to the Department of Homeland Security, on highly complex and challenging intelligence operations and programs.
  • Establish and plan new administrative processes for gathering, producing, and disseminating intelligence. Evaluate unanticipated events, novel occurrences, and challenges faced and suggest adjustments to strategy and direction. Oversee the development of operational metrics, organizational performance requirements, and program operations to ensure effective and efficient management of all programs and overall conformance with TSA's strategic plans, goals, and objectives.
  • Oversee the development of strategies, techniques, and procedures, standardization and evaluation, simulation exercises, scheduling, plans, intelligence production and collection, information analysis and reporting, mission management, and mission computer systems, among other intelligence unit functional areas.
  • Advise the AA/DAA/EDI and TSA executive leadership on intelligence operations and formulates effective intelligence policies and programs. Exercise the full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff, and in the development of long-range goals and objectives.
  • Assign work and setting priorities; review and evaluate the work and performance of subordinates including assuring production accuracy requirements are met; prepare performance standards and evaluate performance via completion of performance appraisals; give advice, counsel, and instructions to employees on both technical and administrative matters. Resolve routine problems that typically impact the objectives of the team, identifies, plans, organizes, and manages available resources to accomplish program goals and makes optimal use of resources to complete activities within established schedules requesting additional resources as deemed appropriate.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with TSA Directive 1100.73-5 Employee Responsibilities and Code of Conduct.
  6. This is a supervisory position subject to the supervisory probationary period, unless the selected incumbent has already completed it.
  7. This position is considered an Emergency Essential Employee.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-J (GS-14) in the Federal service. Specialized experience MUST include the following:
  • Experience serving as a senior intelligence analyst creating effective intelligence policies and programs; AND
  • Experience in every phase of the Intelligence Cycle to include analyzing, managing collection/information processes, reporting, and disseminating intelligence data; AND
  • Experience developing future intelligence requirement plans and practices.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
