Summary

This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Supervisory Intelligence Research Specialist, you will be responsible for the oversight and operational direction of the Counterintelligence Directorate's analytical processes and products used to understand National Security Threats to the Department of Energy (DOE).

Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As a Supervisory Intelligence Research Specialist, you will:

  • Provide support of Office of Intelligence and Counterintelligence (IN) at the direction of the Deputy Director for Counterintelligence, and provide expert advice, guidance, and policy recommendations on a broad range of program matters.
  • Oversee the daily operations, functions and programs relating to Counterintelligence (CI) support activities, which include CI Strategic Analysis, Foreign Vetting, Insider Threat, Training, Policy, Risk Management, Technology Management, and Program Protection.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Coordinate responses from IN's directorates on special projects and studies, and organizes conferences and meetings for senior intelligence and policy officials on complex national security issues.

  • First time supervisors will be required to serve a 1-year probationary period. New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • During off-duty hours, incumbent may be required to return to assigned duty station or travel to distant locations to perform one or more of the duties cited herein or to provide support to DOE policy makers, particularly during crisis periods.
  • Limited telework may be available based upon mission requirements of the position.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is not included in a Bargaining Unit.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following

  1. Reviewing counterintelligence and intelligence resources for adequacy to develop and implements plans to establishes priorities and goals.
  2. Providing guidance and recommend action on various management and organizational matters, including prioritization, research, coordination, task assignment, or oversight of identified issues.
  3. Maintaining liaison relationships with senior officials and other outside agencies on matters relating to counterintelligence.
  4. Participating in intelligence briefs to congressional committees and other outside agencies with ideas and suggestion for program improvement.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
