Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • In this position the incumbent serves as Branch Chief with responsibility for accomplishing the mission of Design Services Branch.
  • Serves as the supervisor for the Design Services Branch technical workforce.
  • Plans, coordinates, and supervises, through subordinate supervisors, the activities of professional and technical employees engaged in the accomplishment of branch functions.
  • Coordinates branch activities with other district elements and provides technical consulting services.
  • Directs the development, analysis, and interpretation of voluminous engineering data and coordination with key officials of other organizational elements .
  • Participates in the review of qualifications of Architect-Engineers (A-E).
  • Represents the District at meetings and serves as technical expert as appropriate with officials from other Districts, higher echelons, Architect-Engineer firms, local, state, and Federal agencies, private and public facility owners .
  • Supports the objectives and goals of Project Management and supports, participates, and provides technical assistance to designated Project Managers.
  • Responsible for accomplishment of engineering commitments as documented in Project Management Plans.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Experience providing oversight and direction of varying Engineering Technical Support Functions AND, 2) Experience working with other local, state, and federal agencies regarding project changes AND, 3) Experience advising on matters relating to engineering studies and designs AND, 4) Experience leading or supervising engineers, land surveyors, data scientists, and geographers involved in multi-discipline civil works projects This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
