Summary

About the Position:
This position is located at USAG-Humphreys, in the Pyongtaek metropolitan areas in the Republic of Korea. USAG-Humphreys is an hour and a half drive south of Seoul.

Duties

  • Implements the Police Intelligence Program for the Directorate which plans, collects, evaluates, collates, analyzes, reports, disseminates, and reevaluates criminal intelligence for use by criminal investigators.
  • Responsible for formulating information source search strategies and reviewing data to identify patterns and relationships across financial, criminal, public record, and other venues.
  • Conducts a wide range of analyses in database information and produces output.
  • Provides statistical data for use in planning most effective use of investigative resources.
  • Prepares Criminal Intelligence Reports from information received from various investigative agencies or outside sources for distribution to other DES elements.
  • Responsible for the integration of the Installation force protection program with its investigative and criminal intelligence management programs.
  • Makes determinations concerning acquisition, maintenance, and release of criminal intelligence information, responsible for periodic training sessions.
  • Plans, organizes, and directs the work of the Police Administrative Section.
  • Oversees the work of the administrative section performing the following duties: entering incidents, traffic tickets, and other operational documents into the Army Law Enforcement Reporting and Tracking System (ALERTS) daily.
  • Maintaining Military Police records IAW AR 190-45.
  • Serves as the DES Terminal Security Officer (TSO).
  • Serves as 1st line supervisor, responsible to plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • Interviews candidates for positions and recommends appointment, promotion; hears and resolves complaints from employees and refers group grievances and more serious complaints to a higher-level supervisor.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • This position is designated as Emergency Essential Civilian (EEC) position in accordance with AR 690-11. Must pass the pre-employment Physical Examination and an annual examination and receive required immunizations.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal time when the unit is closed or delayed reporting, and remain on duty during phased or early release.
  • This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour and date. Your overseas time served will not reset upon accepting this assignment.

If you have returned from OCONUS within the past two (2) years or less, your time previously served in the OCONUS area will be credited to your five (5) year overseas rotation upon accepting this assignment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes assisting any paperwork on criminal intelligence for use by criminal investigators; performing duties of assisting the preparation of military police reports, police blotters and other associated police and emergency response reports; conducting administrative work such as entering incidents, traffic tickets, and other operational documents into the Army Law Enforcement Reporting and Tracking System (ALERTS) daily, etc. Assist preparing Criminal Intelligence Reports from information received from various investigative agencies or outside sources for distribution to other DES and United States Army Criminal Investigation Division Command (USACIDC) elements. Assist in a variety of strategic, tactical, and administrative duties relating to the systematic process of collecting and analyzing information that describes crime patterns, crimetrends, and potential criminal activity and targets.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.

***ROK entry requirements***

Beginning April 1 2023, the Korea Electronic Travel Authorization, or K-ETA, is temporarily exempted for 22 countries until Dec. 31, 2025. The United States is included in this exemption. Travelers can still apply for a K-ETA and pay the 10,000 Korean Won fee (about $9) per person if they wish; those who have a K-ETA will not have to submit an arrival card at the port of entry. Those who got their K-ETA approval already can use it until it expires. No refund will be made for people who have already submitted a K-ETA application. U.S. travelers, along with nationals of countries/regions eligible for visa-free entry into Korea, were required to get K-ETA approval to board incoming flights or ships. This change suspends the K-ETA requirement for the U.S. and 21 other countries temporarily. Please refer to: refer to: https://m.keta.go.kr/.DoD Civilians, their eligible family members and eligible military family members on official travel using a US passport must have either a Special Issuance Passport (SIP) or, as a temporary measure, a memorandum from a DoD Passport Agent stating the SIP application was submitted prior to departure from the point of origin. The memorandum must identify each applicant, date of submission, country of travel for PCS/TDY /TAD and DoD Visa Passport Automated System (VPAS) ID. After applying for an Official Passport and if it cannot be obtained prior to departure, use of a Regular (blue) Passport in lieu of the Official Passport is permissible for travel via MILAIR, contract and commercial air. Traveler will not be reimbursed for the cost of the Regular (blue) Passport. The Regular (blue) Passport must have sufficient validity to cover the entire travel period. Upon receipt of the SIP, traveler must coordinate with the DoD Passport Agent in country to ensure the proper visa and SOFA Stamp is placed on the SIP within 90 days of arrival in country by ROK Immigration officials. Non-US passport users and non-Korean passport users must comply with ROK requirements. These travelers from a third country must verify and coordinate all passport and visa or K-ETA requirements prior to traveling. In many cases a visa must be obtained prior to travel.
