Summary

The Investigations Division is responsible for reviewing and investigating allegations of misconduct, retaliation, or poor performance involving a senior executive; employees in a confidential, policymaking, policy-determining, or policy advocating position; or a supervisor, if the allegation involves retaliation against an employee for making a whistleblower disclosure. The Investigations Division makes recommendations for disciplinary, non-disciplinary and corrective actions to leadership.

Duties

Major Duties and Responsibilities

  • Oversee day-to-day operations of the division, ensuring timely and effective handling and assignment of investigations, MTS activities and internal quality control. Direct, manage, and lead Supervisory Investigative staff, ensuring their adherence to policies, procedures, and performance expectations.
  • Collaborate with the Director and the Executive Director of Investigations to develop and implement strategic goals and initiatives for the division.
  • Contribute to the creation, revision, and enforcement of policies related to investigations and whistleblower protection. Ensure cases are triaged, prioritized, and assigned appropriately based on their complexity and sensitivity. Liaise with other federal agencies, offices, and stakeholders involved in or affected by investigations. Manage and allocate resources effectively to meet investigative demands and ensure operational efficiency.
  • Provide guidance and professional development opportunities for supervisors and investigators. Conduct performance appraisals, provide feedback, and address performance or conduct issues as necessary.
  • Foster a collaborative and supportive work environment to enhance morale and productivity. Ensure investigations comply with applicable laws, regulations, and policies, including whistleblower protection statutes.
  • Promote and uphold the highest standards of ethics and integrity within the division. Regularly brief senior leadership on the status of investigations and any systemic issues identified.
  • Oversee the preparation of statistical reports and metrics to track division performance and trends. Respond to requests for information from Congress, oversight entities, and other stakeholders, as appropriate. Address high-profile or urgent allegations promptly, ensuring proper coordination and response. Identify and mitigate risks associated with investigations and organizational operations. Coordinate with IAD and IRD to ensure proper scoping of matters, and that matters are thoroughly and efficiently investigated and/or resolved within OAWP's authority and policies.
  • Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of ID's programs. Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the ID's program goals and objectives. This includes developing detailed plans to improve efficient operations; implementing plans and initiatives to achieve mission and policy objectives; and assessing program accomplishment and making course corrections when necessary. Reviews and approves multiyear and long-range work plans developed by the supervisors or managers of subordinate units and subsequently manages the overall work to enhance achievement of the goals and objectives.
  • Oversee the revision of long-range plans, goals and objectives for all investigative work directed. Manages the development of policy changes in response to changes in levels of appropriations or other legislated changes. Exercises discretionary authority to approve the allocation and distribution of funds in the organization's budget. Provides expert technical advice on VA policy.
  • Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues which cross functional lines. Works with supervisors and investigators to create and sustain a repeatable process for performing reviews and assessments, and documenting, analyzing, and reporting findings.
  • Ensures the development of policies and procedures on issues concerning disclosure of violation of law, rules, regulations and policy.
  • Guarantees the provision of comprehensive investigative training to investigators and OAWP staff, as applicable, on finalized policies, procedures, and regulations impacting investigations.
  • Provides technical advice to the Director for Investigations on law and VA policy pertaining to OAWP investigations and serves as the primary advisor the Director on investigations. Regularly liaises with other investigative entities for best practices.
  • Ensures presentations, briefings, case updates, and/or reports to the OAWP leadership are timely and accurate. May represent the Director in meetings with other OAWP divisions, VA offices, and other Federal agencies. Oversees assigned investigations and projects to ensure the exercise of tact, diplomacy, and utilization of extensive investigative experience.
  • Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing teams of investigators in complex, large scale, and multijurisdictional investigations; developing general investigative strategies and tactics to resolve complex investigative issues; responsible for providing leadership and program management, planning, and assigning work; and negotiating and collaborating with internal and external stakeholders to ensure investigative processes align with best practices, legal requirements, and organizational goals. Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level).
