This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Positions to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Receives general supervision from the Director, Security Assistance Management Directorate who provides broad program and policy guidance and enunciates objectives.
  • Responsible for management, coordination, planning and execution of directorate operations in support of the command Security Assistance (SA) programs to include Foreign Military Sales (FMS).
  • Directs and controls activities of professional and technical personnel and exercises supervisory personnel over the subordinate offices and weapon system divisions.
  • Delegates responsibility and authority to key personnel and ensures that director's programs are executed within budget and are on schedule.
  • Plans work to be accomplished by subordinates, sets and adjusts priorities and prepares schedules for completion of work.
  • Ensures Security Assistance programs and Foreign Military Sales cases are prepared and executed within budget and on schedule.
  • Manage projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Provide senior management support and guidance to program and product managers in the acquisition process.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires Level III certification in Acquisition Career Field Life Cycle Logistics, or the incumbent must be able to obtain certification within 24 months of appointment.
  • This is a Critical Acquisition Position (CAP).
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • The duties of this position require 25% temporary duty (TDY) travel.
  • This is a Non-Key Security Cooperation (SC) position based on duties and responsibilities. Incumbent must complete certification-related training requirements in the SC Area of Concentration within the timeframe associated with position.
  • Supervisory Probationary Period is required.
  • Completion of one year probationary period is required for appointment.

Qualifications

About the Position: This Position is located at Head Quarters (HQ) Communications Electronics Command Integrated Support Center Security Assistance Management Directorate. Position will serve as a Branch Chief within the Security Assistance Management Directorate (SAMD).

The pay band NH-04 includes the General Schedule grade equivalent to GS-14/15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

This position has a control point of GS-14 step 10 ($181,216).

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized Experience: One year of specialized experience equivalent to the NH-03 pay band (GS-12/13 grade level equivalent) in the Federal service which includes 1) Executing processes, policies, and procedures of Foreign Military Sales (FMS); 2) Knowledge of the procurement process, policies, and procedures 3) Knowledge of budgeting policy and procedures; 4) Demonstrated ability leading, planning, and assessing the work of teams in carrying out assigned technical or administrative responsibilities.
