The Presidential Memorandum, Return to In- Person Work, dated 20 January 2025, instructs all Federal agencies to require employees to return to work in-person on a full-time basis. The flexibility to telework on a regular basis may not be available.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Policy formulation, implementation, and applying concepts to resolve logistics and program management issues; 2) Compliance and effectively utilizing assigned personnel; 3) Directing and coordinating the activities of a combined government staff of administrative and management support personnel; AND 4) Formulating organizational strategies, tactics, and budget/action plans to acquire and allocate resources
. This definition of specialized experience is typical of work performed at the NH-03/GS-13 grade level or equivalent pay band.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-03/GS-13).
