Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located in Camp Zama, Japan.

The initial length of this overseas tour is 36 months with possible extensions up to a total of 5 years.

Duties

  • Planning, developing, implementing, and supervising logistical programs and operations to carry out Command, Control, Communication, and Computer Information Management (C4IM) support for the battalion and its customers.
  • Incumbent is responsible for logistics policy, planning, and guidance in supply and services, maintenance, acquisitions, facilities, and transportation to a battalion with C4IM assets throughout mainland Japan, Okinawa, and Guam.
  • Supervise, plan and direct work of 30 subordinates located in Okinawa and Honshu with indirect responsibility for four subordinate company and one detachment supply and maintenance teams as necessary, to support the supply and maintenance missions.
  • Develop briefs to brief the battalion commander, director, executive officer, battalion staff, company commanders, higher headquarters and visitors on all logistics related matters.
  • Manage Command Supply Discipline Program (CSDP), Command Maintenance Discipline Program (CMDP), Army Award for Maintenance Excellence (AAME) and Supply Excellence Award.
  • Coordinate communications tower maintenance and battery management programs with higher headquarters for repairs and life cycle management.
  • Serve as Access Administrator for Global Combat Support Systems-Army (GCSS-A) for the battalion and supported companies.
  • Oversees the battalion Information Systems Security Program (ISSP).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • The employee may be required to work overtime.
  • This position is considered emergency essential to support the Army's mobilization and wartime mission during periods of increasing tension or mobilization.
  • Failure of the incumbent to remain in this position may result in separation for the efficiency of the Federal Service (Chapter 75 Title 5 USC, FPM Chapter 752).
  • DA civilians who occupy emergency essential positions overseas must sign a statement of understanding including that as a requirement of the position, they will remain in the event of hostilities or mobilization until relieved by proper authority.
  • E-E employees may be required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises.
  • Because of the essential nature of this position, the incumbent cannot be in the Ready Reserves, National Guard, or be a Military Retiree with recall obligations.

Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by planning, developing, and/or implementing logistical programs and operations; implementing logistics policy, planning, and guidance in areas such as supply and services, maintenance, acquisitions, facilities, and transportation; and assisting with managing Command Supply Discipline Program (CSDP) and Command Maintenance Discipline Program (CMDP).
  • Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.
  • In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.
