Summary

The incumbent of this position is assigned to the Office of Marine Safety (OMS), National Transportation Safety Board (NTSB) and reports to the Director, OMS. OMS investigates marine accidents on or under the navigable waters, internal waters, or territorial seas of the United States, as well as accidents involving US Commercial vessels worldwide.

Duties

As a Supervisory Marine Accident Investigator - Deputy Director (Direct Hire),GS-1801-15, you will perform the following major duties:

  1. Identifies critical marine safety issues and works to improve accident investigation procedures. Provides authoritative advice to the OMS Director and staff on accident launch decisions and monitors time-critical activities in an accident investigation. Oversees the direction and technical accuracy of marine accident investigations and reports.
  2. Directs marine investigators during investigations and hearings, serves as a technical panel member during public hearings, Board Meetings and other events.
  3. Oversee the investigative staff throughout the accident investigation and report development process as they develop factual reports, analyses, findings, probable cause statements, and safety recommendations. Ensures that the agency project management system (SAFTI) is fully utilized, up to date, and accurate.
  4. Serves as Contracting Officer Representative (COR) as required. Communicates with the Office of Administration (AD) and the Chief Financial Officer (CFO) to acquire and utilize resources in accordance with federal and agency rules. Maintains ongoing contracts for renewal of Office software and services as well as leading efforts for new products and services.
  5. Assists the Director with administration of financial systems, reviews expenditure, approves travel authorizations and vouchers, and approves time and attendance in accordance with Federal Travel Regulations (FTR) and agency rules.

To qualify for this position, you must meet the Basic Requirements:

The applicant must possess at least one year of specialized experience equivalent to the GS-14 level which demonstrates the following: Specialized experience is defined as: experience writing investigation reports and presenting findings on transportation safety issues; organizing major projects such as hearings, symposiums, or research experiments; knowledge of the transportation accident investigations process; expertise in one or more of the following areas: marine operations, marine engineering, human factors, maritime policy, and survival factors.
