Summary

The Medical Instrument Technician Supervisor will oversee all Neurodiagnostic testing for patients in the Neurology Service in the Northern California Health Care System. Supervisor will be responsible for consults and diagnostic testing over a large demographic region.

Duties

Under the direction of the Sleep Section Chief and Medical Directors for Neurodiagnostic Studies, the Supervisor will plan and direct programs at the Medical Center at Mather/Martinez and the Community Based Outpatient Clinics and have full supervisory responsibility for personnel. Duties include providing Medical Instrument Technician services in more complex and non-standard cases; resolving problems which may interfere with patient examination or treatment; assigning and evaluating the work of subordinate staff, evaluating staff performance, taking disciplinary action when necessary; and identifying educational or training needs of staff. Supervisor will ensure training of staff within the Health Care System, including technicians, residents, physicians, and research personnel, participating as an instructor in the facility's clinical training program. Supervisor will develop patient education for various clinical issues. Supervisor will maintain and annually update the Labs' Policy and Procedure Manual and develop more as new studies are integrated into the Lab. Supervisor will maintain and update reports on department statistics, workload reports and long-range planning and developments. Supervisor will maintain equipment to keep labs functioning. Supervisor will forecast resources, equipment needs, evaluate new products and make recommendations for improvement in operations, making final decisions on selections based on recommendations from subordinate staff. Supervisor will ensure supplies are available as needed for EEG/PSG Lab and EMG Lab. Supervisor will maintain standardized laboratory regulatory requirements. Travel is required to each of the locations offering sleep and neurodiagnostic services in the Healthcare system, with required travel 30% of days to the Medical Center at Mather/Martinez and up to 10% of days to other locations, and more as needed based on service needs. Other duties include, but are not limited to:

  • Responsible for the functioning of technical staffing and clinics for Neurodiagnostic division throughout the Northern California HealthCare system.
  • This Supervisor works directly with program points of contact at the VISN office and National Program Office to interpret guidance and implement national initiatives.
  • Supervisor with provide access to testing and treatment which is essential to the VA's Mission.
  • Duties of this Supervisor include working with lead technicians; assigning and evaluating the work of subordinate staff; evaluating staff performance; taking disciplinary action when necessary; and identifying educational or training needs of staff.
  • Analyze data and make decisions to maximize the efficiency of clinic operations; performs specialty clinics demand/capacity analyses; develop contingency plans to ensure continuity of care through various modalities to improve work-flow efficiency; and monitors and addresses consults, missed opportunities, appointment management, and care coordination agreements.
  • Supervisor will work in collaboration with the Clinical Practice Manager for preparing program status reports; performing comparison studies on a wide variety of systems and programs; analyzing and evaluating on a quantitative and qualitative basis, the effectiveness of programs or operations; performing a variety of duties related to special projects involving administrative or support issues; conducting extensive research of data from diverse sources and developing reports or presentations for review by management officials.
  • This includes responsibility for reviewing and approving the Service Supervisor listing from Human Resources Management Service, Supervisor descriptions and performance standards, and supervision of the clinical staff assigned to the Service Chief and all Sections.
  • The supervisor is the personnel liaison with Human Resources, is a submitter/requestor/approver on HR Smart; Acts as ADPAC, timekeeping supervisor, and TMS supervisor.
  • Coordinates directly with resource managers in budget preparation and execution. Review and recommends approval/disapproval on purchases, travel, training requests and other expenditure requests submitted by the activity.
  • The Supervisor assumes responsibility for fiscal issues pertaining to staffing and equipment that are incorporated into the and development of budget plans with the Chief and Section chiefs; attend budget meetings; present data for any changes or adjustments; tracking of Neurology Service cumulative FTEE as well as Supervisory official for designated Neurology Service timecards.

Basic Requirements

1. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

2. English Language Proficiency: Medical Instrument Technicians must be proficient in spoken and written English.


Grade Determinations


Supervisory Medical Instrument Technician (Electroencephalography) GS-10: In addition to the core competencies defined at the GS-9 level, positions at this grade may be supervisory or non-supervisory with specialized advanced knowledge and assignments.

Experience. At least 1 year of experience comparable to the next lower grade level, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. This would be experience which demonstrates possession of the knowledge required to provide the most complex EEG Technician services and/or supervisory knowledge, skills, and abilities. Participation in recognized professional organizations as a Board examiner, in the development of curricula for training, or testing for the Board is evidence of competence. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):

Demonstrated Knowledge, Skills, and Abilities. KSAs 1, 2, and 3 are appropriate for all positions at this level. KSAs 4 and 5 are to be used in accordance with their appropriateness for the specific assignment.

1. Advanced knowledge of the most complex and non-standard treatment and examination procedures and techniques.
*2. Ability to plan and assist in the establishment of a completely integrated treatment and examination program.
*3. Ability to evaluate new products and equipment and make recommendations concerning developments which would improve operations.
*4. Ability to manage the fiscal matters of the functions supervised (which would include fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
*5. Knowledge of and ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluation; selection of staff; and recommendation of awards, advancements, and, when appropriate, disciplinary actions.

Certification. Registration by the American Board of Registration of EEG, CNIM &EP Technologists (ABRET) or the American Association of Electrodiagnostic Technologists (AEET) is highly desirable. Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also desirable for employees at this level.

Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time.

Supervisory Electroencephalography Technician. Individuals at this level plan and direct programs at affiliated medical centers and satellite outpatient clinics and have full supervisory responsibility for a large staff of non-supervisory personnel and at least one subordinate team leader or supervisor. Typically these duties include assigning and evaluating the work of subordinate staff resolving problems which may interfere with patient examination or treatment; providing Medical Instrument Technician (EEG) services in more complex and non-standard cases; evaluating new products and equipment and making recommendations concerning developments which would improve operations; participating as an instructor in the facility's clinical training program; making final decisions on selections based on recommendations from subordinate supervisors or leads; evaluating performance; taking disciplinary action when necessary; and identifying educational or training needs.
