Duties
The position is located in the Business Office at Tennessee Valley Healthcare System. The Supervisory Medical Management Specialist is responsible for providing high level of administrative support to the Business Office, upper management, and clinical services. This includes/involves the provision of supervision and oversight, as a second line supervisor, to an officially established subordinate work unit. The management of programs related to administrative support; by performing various administrative duties/functions related to the Business Office and its services/programs.
The position may also be required to be available for rotating shifts, weekends, and holidays since some position subordinates are required to work these schedules.
Duties will include but are not limited to:
- Sets priorities and prepares schedules for completion of work.
- Makes assignments based on priorities.
- Ensures timely performance of a satisfactory amount and quality of work.
- Reviews work products and accepts, amends or rejects the work.
- Gives advice, counsel, or instructions to employees on both work and administrative matters.
- Identifies developmental and training needs of employees and provides or makes provisions for such effectiveness of operation and compliance with policy and regulations and institutes necessary changes in order to meet established or new organizational Mission requirements.
- Relates with both professional and clerical staff on all administrative technical functions associated with the day to day operations.
- Interacts with individuals at all levels in the VA and the public.
- Secures the cooperation of various VA medical center personnel in the application of administrative practices designed to increase program effectiveness, economy and operation, maximum patient care and maximum long range planning.
- Initiates, establishes, develops and implements comprehensive policies, processes and procedures through direct contact, telephone and/or written analysis to monitor success.
- Develops, oversees, and maintains data in a format which provides current information necessary for use in the decision making process.
- Performs trend analysis and utilization analysis and directs program development, adjustment, or implementation based on analysis.
- Assures that all standard operating procedures, hospital memorandum, etc., are pertinent, relevant and current.
- Assures that changes made by VA management, Headquarters, and reviewing bodies are incorporated.
- Performs a variety of interrelated, nonstandard assignments involving a wide range of problems.
- Implements, Identifies and interprets policy and procedure regulations and revises statements regarding such matters.
- Handles a wide variety of administrative problems in coordinating the clinical operations emanating from the emergency room and admissions areas.
- Establishes appropriate administrative and operational procedures with other areas for coordinating the delivery of care and for resolving significant problems interfering with efficiency of operations impacting on care provided.
- Plans and organizes manpower and equipment so they are effectively and economically utilized.
- Reviews work products and accepts, amends or rejects the work.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/20/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
In addition to meeting the time-in-grade requirement, applicants must meet one of the following:
- Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that are typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience for this position is defined as Supervising, planning, directing, and managing both, technically and administratively a wide variety of complex programs of a medical center. (The programs provide a comprehensive range of medical, surgical, psychiatric, alcohol/drug treatment, nuclear medicine, physical medicine, rehabilitation, and prosthetic services to the Veteran population.) Thorough knowledge of VA policies, directives, and regulations on Business Office Programs. Knowledge of facility and VA strategic plans, goals, and objectives. Knowledge of advanced management and organizational principles particularly in planning, programming, and staffing. Skilled in analyzing and evaluating methods to determine program effectiveness and knowledge of advanced scheduling techniques and personnel logistics to insure adequate staff coverage. Establishing short- and long-range goals for the sections and participating in staffing and budget plans each year. - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M.,if related. - Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the second year of graduate level education when combined, is equivalent to 100% of the qualification requirement. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. There is walking, bending and reaching required such as for filing or locating material, and carrying items such as reports, documents, and supplies.
