Summary
The Supervisory Medical Support Assistant is a highly specialized position and performs multiple duties. The incumbent collaborates with various Service Chiefs and Supervisors across the health care system and interfaces with VA and Community providers, hospitals, diagnostic and treating facilities, and community-based programs. The incumbent will act in the capacity of liaison/expeditor between patients and clinical staff as well as specialty staff and ancillary services.

Duties
Duties may include but are not limited to:
- Initiates personnel actions, maintains personnel related records, establishes performance standards and competencies, completes performance ratings, writes position descriptions and functional statements, and handles all matters related to counseling, disciplinary action, grievances, etc.
- Approves and certifies timecards and manages overtime and tours of duty
- Assigns and evaluates work to subordinate staff (consults, notifications, authorizations, uploads, etc.)
- Evaluates and manages customer service and the telephone, secure messaging, and other communication systems within the Office of Community Care
- Resolves workplace issues and maintains efficient workflow
- Oversees staff orientation and on-the-job training and development of Standard Operating Procedure (SOP)s
- Performs all Human Resources(HR)/personnel actions for their subordinate positions
- Serves as a knowledge reference
- Identifies and participates in performance improvement/systems redesign projects
- Serves as a representative to Veterans and the public on matters related to the South Texas Veterans Health Care System (STVHCS) Office of Community Care
- Additional duties or tasks may be assigned by the supervisor to ensure efficient daily operations.
Work Schedule: Monday-Friday, 7:30a.m. to 4:00p.m. or 8:00a.m. to 4:30p.m.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience. None.
Education. High school diploma, General Education Development equivalency certificate, or proficiency certificate from a State or territorial-level Board or Department of Education.
Licensure/Certification/Registration. None.
Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials.
Physical Requirements. See VA Directive and Handbook 5019, Employee Occupational Health Service for requirements.
English Language Proficiency. Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).
Grade Determinations:
Supervisory Medical Support Assistant, GS-08.
Experience. One year of creditable experience equivalent to the next lower grade.
Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs:
(a) Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and 13 empowering the team to collaborate and resolve problems within a complex systems environment.
(b) Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
(c) Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
(d) Ability to provide briefings, orientations, staff development, and training in a patient support setting.
(e) Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
Preferred Experience:
-Experience using Microsoft Office programs (such as Outlook, Word, and Excel) for reporting, data tracking, and communication
-Experience providing supervision or leading staff; including workload distribution, performance monitoring, and providing training or guidance
-Experience performing scheduling duties in a clinical or administrative setting
-Knowledge of medical terminology, scheduling guidelines, and consult workflows specific to Community Care
-Ability to create and interpret reports used for clinic management
-Knowledge of Record Request process for Community Care
-Demonstrated effectiveness in organizing and reducing backlog
