In this position you will serve as the Branch Chief of the Site Engineering, Operations and Maintenance Branch Operating Location Edwards (EWSS) providing site-specific EW ground test capabilities technical expertise,

  • Exercises supervisory personnel management responsibilities.
  • Responsible for providing technical oversight expertise to the Avionics Test and Integration Complex and Benefield Anechoic Facility for all maintenance operations, maintenance, test support and strategic planning related services required for EW ground test activities.
  • Manages a program for facility/plant maintenance, repairs, and upgrades (HVAC, electrical, structural, and mechanical) of all assigned facilities and test execution mission support equipment.
  • Conducts comprehensive research and analysis studies related to long range facility planning.
  • Develops detailed technical plans, implementation instructions, statements of work, cost estimates, schedules and manages complex facilities maintenance and construction projects and technical systems under test utilities improvements and modernizations within broad technical and policy constraints.

  • Obtain and maintain Security clearance.
  • This is a designated Drug Testing Position.
  • Supervisory requirements may be required depending upon the position being filled.
  • Employee is required to submit an initial and annual OGE-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.
  • This position is Centrally Managed (PCS costs will be paid).
  • Education requirements (Check OPM Qualifications Standard and Individual Occupational Requirements (IOR)).
  • Subject to Temporary Duty Assignment (TDY) by military or commercial aircraft approximately 60 days per year.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experiences is Serves as Branch Chief of the Site Engineering, Operations and Maintenance Branch Operating Location Edwards (EWSS) providing site-specific EW ground test capabilities technical expertise, operates and maintains the organizations core ground test execution mission support equipment to support modeling and simulation test infrastructure.

Knowledge, Skills and Abilities:
  1. Must have knowledge of the organization's mission and test and evaluation requirements to adequately plan for facilities and to determine facility support requirements.
  2. Must have knowledge of the current state and federal law, management and administrative policies.
  3. Must have knowledge of concepts, principles, and practices of business administration and contract management to effectively make decisions and recommendations to obtain facilities-related services, obtain contracts for facility requirements, to manage the operations and maintenance contractors, to develop construction planning documents, to develop cost estimates for the program and to justify multi-year budgets.
  4. Must have knowledge of mechanical, electrical, and/or civil engineering concepts, principles and practices.
  5. Ability to plan, direct, coordinate, and document facility maintenance and operations activities, ability to communicate effectively, both orally and in writing and ability to apply engineering design.
  6. Ability to recognize and analyze problems, conduct research, then interpret and apply rules, regulations and procedures, summarize results, and make appropriate recommendations.
