To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/11/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Incidental operator: An employee, other than one occupying a position officially classified as a motor vehicle operator, who is required to operate a Government-owned or -leased motor vehicle to properly carry out his or her assigned duties. As an incidental Operator, you are required to possess a valid state issued driver's license.
Individual Occupational Requirements: The Transportation Specialist Series, 2101 has a minimum qualification entry requirement.
- Education: Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics or other fields related to the position.

- Specialized Experience: Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.
In addition to the IOR you must also meet the education and/or experience described below. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Knowledge of VA and GSA transportation regulations and programs related to managing and operating a motor vehicle fleet, documentation requirements and ability to provide guidance, analyze and interpret inputs and compile reports;
- Skill in use of qualitative/quantitative research and study methods to monitor, collect and review data relating to vehicle use and expenses to identify trends; ability to resolve problems associated with work schedule and mission requirements of the vehicle fleet;
- Skill in developing transportation plans and directives;
- Ability to analyze information and reports to ensure efficient and effective transportation program accomplishment;
- Knowledge of commercial and federal transportation industry practices and procedures and the established regulations, requirements and techniques related to non-tactical and GSA fleet management programs;
- Ability to communicate with personnel at all levels of responsibility to convey ideas, recommendations and guidance to others in verbal/written form; ability to organize, plan, manage, research, interpret and apply regulations, directives, policies and procedures;
- Ability to develop and execute a program budget to include managing reimbursable/non-reimbursable support requirements and ensuring program execution is accomplished with available resources;
- Comprehensive technical knowledge of both standard and special purpose vehicles and equipment in large metropolitan fleet center to include specifications, capabilities, cost and market trends and operating characteristics;
- Knowledge of repair and maintenance requirements and the capability of commercial repair shops; extensive knowledge of the activities of a medical center;
- Knowledge of emergency relief procedures and policies;
- Ability to function independently in management and allocation of fleet center resources and manpower;
- Ability to deal effectively with customer agencies and local, state and federal governments; ability to adjust work operations and schedules to meet emergency or changing programs on vehicle related requirements within available resources and with minimum sacrifice of quality and quantity of service provided.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills and abilities necessary to do the work of this position.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level (more than the first year or 18 semester hours) and specialized experience to meet total experience requirements.

Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary but does involve walking, standing, bending and carrying of items to include books, supplies and parts; and driving motor vehicles. Travel is required for inspection of maintenance and repair work, accident investigation and visiting customer agencies. May be required to transport vehicles for turn-in and to pick up newly assigned vehicles. Work is performed in an office setting and frequently in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate. Incumbent may be required to travel daily between different facilities. Incumbent may be required to trouble-shoot equipment in remote areas.
