Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Raystown Lake Project is in the heart of Huntingdon County, Pennsylvania. The project is 29,000 acres and supports recreation, flood risk management and environmental stewardship to the community and other stakeholders.

Duties

  • Applying principles, methods, or tools for developing, scheduling, coordinating, monitoring, and managing U.S. Army Corps of Engineers (USACE) civil works projects and resources.
  • Leads and works within Project Delivery Teams in all aspects of a project from concept to construction.
  • Knowledgeable of concepts, principles, and theories of the interrelationships among organisms and their environment.
  • Works with the contracting office to explore various contract methods and techniques to procure contracts that support USACE civil works projects.
  • Aids customers by assessing needs, resolving problems, and providing information.
  • Provides information relating to the project and responds appropriately to individuals or groups.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Spends approximately 25% of the time working in all types of weather.
  • Subject to hazards associated with working in and around wooded areas, lakes and rivers.
  • Required to wear prescribed Corps natural resources management uniform in accordance with ER and EP 1130-2-550.
  • Required to obtain and maintain an U.S. Army Corps of Engineers (USACE) Motorboat Operators License.
  • Required to obtain and maintain a valid, State-issued Motor Vehicle Driver's License.
  • Required to obtain and maintain First Aid Certification.
  • Required to obtain and maintain CPR Certification.
  • Will be required to work weekends, evenings, and holidays. During emergencies will be on call 24 hours per day and will be called on short notice.
  • Exposure to stinging insects (possible reaction anaphylactic shock) and poisonous plants may be encountered.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Biologist:

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1) Knowledge of natural resource management and related laws and regulations; 2) Managing a project with project management principles; and 3) Assessing impacts to the natural and man-made environment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
