Duties

  • Provides the leadership, coordination, and guidance to subordinate employees on workload and planning matters.
  • Plans the work to be accomplished; makes assignments based on capability and expertise; tracks progress; evaluates the work performance; develops performance standards; gives advice or instruction on work and administrative matters.
  • Advises and works with an interdisciplinary team of resource management professionals in order to resolve complex and often controversial biological, natural, and/or cultural resource issues.
  • Collaborates with the interdisciplinary team in drafting and completing environmental and land use planning documents. In this effort the incumbent ensures compliance with federal regulations and land use planning policies.
  • Represents BLM and leads or participates in meetings, workshops, and other activities with other Federal, State, or local government officials, along with various groups or organizations to promote and sustain resource and cultural interests.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:
  • Incumbent must possess and maintain a valid State Driver's License to operate government owned vehicles and/or leased vehicles for the duration of the appointment.

To qualify for GS-12, in addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples:
  • Knowledge of leadership principles and techniques, sufficient to effectively motivate, train, mentor, and facilitate work of employees functioning as members of interdisciplinary teams.
  • Knowledge in planning, organizing and leading teams and individuals to implement management objectives, initiatives, and plans.
  • Professional knowledge of related disciplines in natural resources management and be able to incorporate considerations from these disciplines into related natural resources program management and implementation.
  • Knowledge of resource management planning and environmental analysis (NEPA) processes, principles and practices in order to develop quality environmental analysis and planning documentation.
  • Ability to effectively communicate, both orally and in writing, to present scientific and technical material to a variety of audiences in clear, concise, practical terms to persons with a wide range of educational and resource backgrounds.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: The position involves office and field work. Office work is primarily sedentary in nature. Fieldwork requires gathering samples and other data, monitoring and inventory activities, and participation in project work. This work requires some physical exertion such as long periods of walking, standing, bending, crouching, stooping, reaching, lifting or riding in or driving vehicles over rough, uneven, or rocky terrain. The work requires the ability to travel into remote locations on foot or by vehicles (two and four-wheel drive trucks or UTV's) under a wide variety of climatic conditions and elevations. Work may also include lifting of moderately heavy items (up to 50lbs), such as equipment and samples.

Work Environment: Office work is primarily sedentary in nature. Field work encompasses a variety of terrains, climates and temperature extremes. This work requires physical exertion to examine subsurface soil characteristics. Field work involves use of motorized and non-motorized equipment. The incumbent may be subject to hostile wildlife or livestock, chemical, and physical hazards. The incumbent may be exposed to poisonous insects, plants, and reptiles. The incumbent will adhere to all safety rules and regulations as designated by the Safety Officer.

Education

This position has an Individual Occupational requirement which requires:

  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    OR

  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

How You Will Be Evaluated
