Duties

As a Supervisory Neighborhood Community Investment Specialist, you will:

  • Supervise and coordinate the work of assigned staff in collection, analysis and presentation of data and reports on the HOPE VI and public housing mixed finance programs and/or self-sufficiency. Participate in the design of data tracking and reporting mechanisms to identify nationwide trends, provide early alert to potential problems, and otherwise track the performance of the HOPE VI and self-sufficiency programs.
  • Oversee efforts to conduct targeted compliance assessments of specific PHAs. Take action to either correct compliance violations by developing tailored packages, information dissemination, etc., or recommending that potentially severe compliance issues be referred to the Inspector General.
  • Maintain and develop contacts and convenes meetings with key players both inside and outside of HUD involved in planning and implementing collaborative redevelopment scenarios. Communicate and meet with PHA residents, public/private and nonprofit development entities, and high-level officials from state and local governments, the PHA and other federal agencies.

Key Requirements:
  • Must be U.S. Citizen or U.S. National.
  • A one year probationary period may be required.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:

-Overseeing Federal, state or local public housing programs, such as programs and strategies that address the interconnected challenges of housing decay, lack of educational prospects, and lack of employment opportunities; AND
-Applying rules and regulations, statutes, legal opinions and other controlling documents pertaining to Federal, state or local public housing programs, including HOPE VI and Choice Neighborhoods; AND
-Coordinating revitalization efforts between HUD and PHA and/or assisted housing owners, public/private and nonprofit development entities, and government officials

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
