Summary

This position is located at the Phoenix Area Office (PAO), Phoenix, AZ. The position serves as the Phoenix Area Chief Nurse Officer, the incumbent functions as the Area Nurse Consultant for hospitals and clinics and is considered an expert in nursing executive management. The incumbent is responsible for all aspects of nursing for the Phoenix Area Indian Health Service (e.g., administration, education, research, and practice).

Duties

  • Serves as the principal advisor to the Area Director, Phoenix Area Executive Leadership and other management officials on all matters pertaining to nursing and nursing program administration for hospitals, ambulatory care, adolescent treatment centers and public health nursing programs.
  • Serves as a member of the Area Governing Board for all federal healthcare facilities.
  • Collects and analyzes data from a variety of sources, including field visits. Reviews and critiques documents and data resources generated by other federal and state governmental units.
  • Facilitates the introduction and utilization of nursing applications of Management Information Systems, i.e., Electronic Health Record (EHR)/Resource Patient Management System (RPMS) packages.
  • Oversees and supervises the Knowledge Management Team, Maternal Child Health Nurse Consultant, Employee Health Nurse Consultant, and the Public Health Nurse Consultant.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). BASIC REQUIREMENT(S):

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications and Selective Placement Factor stated below.

MINIMUM QUALIFICATIONS, GS-14:Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples Include: Executive management of a nursing program in an operating health care facility; leadership, direction and technical expertise in planning, development, implementation and evaluation of the nursing program; ability to delegate authority; formulates and implements nursing services in accordance with existing requirements, methods and procedures; provides leadership and direction to nursing programs ensuring proper health care management, evidence based practice, safe and quality patient care; establishes and maintains compliance with various regulatory accreditations, professional agencies, administrative policies and procedures, laws, regulations, standards and directives that are applicable to the organization; maintains positive partnerships with community, tribal, and educational programs and institutions; and ensures accountability to the governing board.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
