Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants are ineligible.

Duties

The Supervisory Occupational Therapist and Training Programs Director has full responsibility for administering all aspects of Occupational Therapy (OT) of the assigned clinical area and related programs as well as managing the OT clinical training program at the James A. Haley Veterans Administration Hospital in Tampa, Florida. He/she will serve as the liaison, between the Office of Academic Affiliations, affiliated universities/colleges and the OT Department at the James A. Haley Veterans' Hospital.

Training Programs and Technical Oversight:

  • Provide supervision for clinical training programs. Offer technical oversight for trainees who are supervised or mentored by OT staff members.
  • Ensure the effective clinical and administrative functionality of all OT training programs and supervision processes.
  • Establishes, negotiates, and maintains OT Affiliations and formal training profiles/academic agreements with affiliated colleges and universities in compliance with guidelines of the Hospital Education Department.
  • Manages and secures resources necessary to carry out and implement the Training Program goals and objectives.
  • Assures consistency with the application of program curriculum across all OT clinical sites and locations to promote continuity.
  • o Applies appropriate problem solving methods and techniques when screening, interviewing and selecting OT Trainees for careful selection of the best candidate and assignments to the most compatible programs.
  • Assists trainees with orientation to this facility processes, procedures and its surroundings.
  • Counsels trainees when required. Assists with supervision of trainees.
  • Possesses thorough knowledge of ACOTE guidelines, AOTA practice guidelines and NBCOT certification requirements. Designs, conducts, and evaluates educational experiences for OT trainees.

Supervision and Management:
  • Oversee the assigned clinical area/section of Occupational Therapy (OT).
  • Responsible for administrative management and direction of the assigned clinical area//section within the occupational therapy department.
  • Supervise assigned OT staff within a Level 1A Polytrauma Rehabilitation Center Facility.
  • Assist in the development and implementation of policies and procedures to address focused clinical needs and the overall services delivered and provided within the section.
  • Assists the OT Section Chief/Manager/Supervisor with establishing the overall mission, vision, and values of the OT Section in concert with the PM&RS and the James A. Haley Veterans' Administration Hospital (JAHVAH). Reviews annually and revises as necessary or appropriate.
  • Assists with developing annual objectives that support the JAHVAH strategic plan and works throughout the year to achieve these objectives.
  • Responsible for assessing, planning, and evaluating the delivery of therapy care utilizing personal OT experience and current research in order to maintain integrated and comprehensive therapy programs. Plans, develops, implements, and oversees any new OT ventures as assigned by the OT Section Chief/ Manager/Supervisor.
  • Assists in the direction of the Performance Improvement efforts for the occupational therapy section, designing activities that detect and remedy deficiencies in process and outcomes of OT services.
  • Demonstrates a great deal of autonomy in performing responsibilities that include, but are not limited to, interviewing candidates for positions; recommending appointments, advancements, or when appropriate, disciplinary actions assigning work to employees, reassignment of employees, monitoring workload and clinical volume, staffing, and monitoring clinical privileges in the assigned clinical area and its related programs and any other assigned area by the OT Section Chief/Manager/Supervisor.
  • Demonstrates knowledge of contemporary occupational therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to staff OTs within the department. Is competent to provide clinical coverage/perform client treatment when the need arises.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Occupational Therapists must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
  • Education and/or Experience-(Transcripts Submitted): The individual must meet at least one of the following requirements below:
Bachelor's degree in occupational therapy and two (2) years of experience as an occupational therapist. NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that the Accreditation Council for Occupational Therapy Education (ACOTE) would only accredit master or doctoral degree programs in occupational therapy.

Bachelor's degree in occupational therapy and two (2) full years of graduate education in a related field; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that ACOTE would only accredit master or doctoral degree programs in occupational therapy.

Master's Degree or higher in occupational therapy

PLEASE NOTE: Individuals must be a graduate of a degree program in occupational therapy approved by the ACOTE or predecessor organizations. This is inclusive of an internship (supervised fieldwork experience required by the educational institution). ACOTE is the only accreditation agency recognized by the United States Department of Education and the Council for Higher Education Accreditation.   • Certification-(Submitted). Candidates must possess a current National Board for Certification in Occupational Therapy (NBCOT) certification as an OT.
  • State Licensure. Candidates must possess a full, current, and unrestricted state license , to practice occupational therapy in a state, territory or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia
Grandfathering Provision. All [persons] employed in VHA [in this occupational series or in another occupational series that are also performing the duties as described in the qualification standard on the effective date of this] qualification standard are considered to have met all qualification requirements for the [ ] grade held including positive education and [ ] licensure/certification/registration [that are part of the basic requirements of this occupation]. [ ] Employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:

(1) They may be reassigned, promoted up to and including the full performance level, or changed to lower grade within the occupation, but may not be promoted beyond the full performance level or placed in supervisory or managerial positions.

(2) If an OT who was retained under this provision leaves the occupation, the employee will lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

(3) OTs initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard, must maintain the required credentials as a condition of employment in the occupation.

(4) OTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the Basic Requirements provided in paragraph 4 of the Occupational Therapist Qualification Standard - GS-0631 (formerly VA Handbook 5005, Part II, Appendix G14), the following are the grade requirements.

Education, Experience, and Licensure: Completion of one year of experience equivalent to at least the GS-12 grade level and directly related to the position being filled.
  • Demonstrated Knowledge, Skills, and Abilities (KSA's). In addition to the experience above, the candidate must demonstrate all of the following KSAs:
    • (a) Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.
    • (b) Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations and use data effectively to manage workload, quality performance, and productivity within the service.
    • (c) Skill in dealing with employees, team leaders, and managers to include conflict resolution.
    • (d) Ability to utilize evidence-based practices and clinical practice guidelines in a professional area and to guide the staff in applying these tools.
  • Assignment. Supervisory OTs at this level are generally found at complex facilities. The supervisory occupational therapist is responsible for the supervision, administrative management and direction of the occupational therapy program in an OT section or equivalent work group. They have oversight for planning and directing the staff assignments in a variety of clinical settings. The supervisory OT provides a Veteran/client centered environment while enhancing staff engagement. Typical duties include: assigning work; monitoring clinical performance; resolving staff conflicts; identifying continuing education and training needs; and preparing performance standards and rating. They interview candidates for positions; recommend appointments, advancements, or when appropriate, disciplinary actions; administer leave; and coordinate staffing needs. Supervisory OTs may provide occupational therapy and have capacity to care for more complex patients. They develop/initiate new treatment programs which integrate outcomes and advancements in practice from current research findings. The supervisory OT serves as an instructor in the facility's in-service clinical training program. They serve as an advocate and resource consultant to the therapy staff and facility-at-large through communication with other departments, physicians, external agencies and other groups regarding programs and operation of the occupational therapy section.
