Summary

This position is in the Division of Safety and Emergency Services at the Statue of Liberty National Monument and Ellis Island. The incumbent functions as a Supervisory Park Ranger (Emergency Services) and has the responsibility of supervising a team of Emergency Services and EMS Personnel. The team is responsible for preparing for, preventing, responding to, and recovering from emergencies in a high-volume ICON Park to ensure the protection of visitors and park resources.

Duties

  • Performs a full range of administrative supervisory duties Including hiring, counseling, evaluating, and disciplining employees.
  • Manages the short-term and long-term planning related to emergency response and safety training of subordinate personnel, park employees, and park partners.
  • Oversee daily park operations in conjunction with supervisors from other divisions in the park.
  • Prepares new or revised guidelines and operating procedures that deal with matters such as emergency services activities, EMS, wildland and structural fire control, rescue, and emergency management.
  • Manages and participates in all capacities of all-hazards emergency incidents.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to possess a current Emergency Medical Technician-Basic/First Responder certification.\
  • You will be required to possess a current CPR certification.
  • Ability to lift at least 80 pounds.

Qualifications

All qualifications must be met by the cut date of each application pull, the first being August 15th. Additional application pulls may be made in 15 day increments.

Credit will be given for all appropriate qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

SELECTIVE FACTOR: This position performs emergency medical technician work, and a current valid National registry EMT or New York or New Jersey State EMT certification AND a valid CPR card are required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement:

Experience: One year of specialized experience equivalent to the GS-09 level in Federal Service. Specialized experience demonstrates the knowledge, skills, and abilities necessary to perform the position's duty to be filled successfully. For this position specialized experience is experience assisting in scheduling and managing emergency medical operations; providing operational leadership during search and rescue and emergency medical response incidents; and providing advisory services to management, lower graded staff and visitors.

Education: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree related to the occupation.

Combination: Successful combination of Ph.D. level education and specialized experience as described above.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Physical Demands: Incumbent must maintain good physical condition and be able to pass the Physical Efficiency Battery (PEB), work capacity, or applicable standards outlined in Director's Order 57 (DO-57) and Reference Manual (RM-57) NPS Occupational Medical Standards, Health, and Fitness. Work demands range from moderate periods of office work (walking, standing, sitting, and lifting) to strenuous periods of extreme physical and mental activity. Emergency medical services activities involve walking long distances over rough terrain, carrying heavy loads, and using technical rescue equipment. The incumbent must be able to work in tight spaces. The incumbent must be able to ride in a boat, work at height, and fly in a helicopter without ill effects. The incumbent must be able to perform physical activity in personal protective equipment including dry suits, chemical protective clothing, and respirators.

Working Conditions: Work is performed in an office setting, classroom, in the field, on water, and on occasion via Medevac . Rescue and EMS work Involves frequent exposure to hazardous environments, hazardous flight landings and takeoffs, extremes in temperature, and exposure to communicable diseases. Various levels of personal protective clothing are required to perform functions safely. Position may be exposed to hazardous materials or other CBRN agents. Incumbent will be required to wear personal protective equipment including respirators.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
