Summary

This position is located in National Parks of Eastern North Carolina, in the Interpretation Division stationed at Wright Brothers National Memorial.

Duties

This position is duty stationed at Wright Brothers National Memorial and oversees the day-to-day interpretive operations of Wright Brothers National Memorial and Fort Raleigh National Historic Site. Both sites are approximately a 25-minute drive apart. This position reports to the Group Chief of Interpretation and serves as a member of the Interpretation Division Leadership Team.

The incumbent supervises three GS-9 Interpretive Park Rangers and up to 4 seasonal GS-5 Park Rangers. Through subordinates, this position supports a career-seasonal GS-6 lead park guide, 1 seasonal GS-5 park ranger, and upwards of 15 volunteers and interns across both parks.

The incumbent plans the work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares complex schedules. The incumbent is responsible for the supervision of multiple work shifts; assigns work to subordinates; interviews candidates for staff and volunteer positions; recommends appointment and reassignments; develops performance standards for subordinate staff and volunteers; evaluates work performance, providing advice, counseling, or instruction to employees on work and administrative matters; identifies training and orientation to subordinate employees; listens to and resolves minor complaints from employees; identifies and counsels employees on conduct issues; and implements disciplinary measures, such as warnings and reprimands, recommending other action to the Chief of Interpretation more serious matters.

The incumbent manages the social media program for Wright Brothers and Fort Raleigh. The incumbent reviews, edits, and schedules content to post on social media platforms such as Facebook and Instagram. The incumbent will evaluate trends and plan accordingly to maintain quality, thematic content, and overall vision of the park's social media presence.

In addition to overseeing day-to-day operations, this position is the lead planner for major events at both parks, including the annual December 17th anniversary of flight. This position will take the lead on planning with park partners for the 125th anniversary of flight in 2028.

The incumbent serves as the primary advocate for the planning, development, improvement, and adjustment to interpretive programming at Fort Raleigh and Wright Brothers. The incumbent works as an effective member of the parks' Leadership Team in managing cross-divisional issues.

Area Information:
The Outer Banks are comprised by several towns including Manteo, Nags Head, Kill Devil Hills, Rodanthe, Waves, Salvo, Avon, Buxton, Frisco, Hatteras, and Ocracoke. The area is a beach destination and the beaches, and Albemarle, and Pamlico sounds provide exceptional recreational opportunities, such as fishing, surfing, boating, and many other watersports. There are several highly rated elementary, middle, and high schools and numerous extracurricular activities available for children. These towns all have homes for sale or rent and are within reasonable driving distance. The Outer Banks has many modern conveniences, such as grocery stores, retail shopping, banks, a hospital, and many restaurants. Cost of living on the Outer Banks is somewhat expensive as compared to other eastern North Carolina communities. The Outer Banks Group is comprised of the following National Park Service Sites:

Wright Brothers National Memorial (www.nps.gov/wrbr): Wright Brother National Memorial is located in Kill Devil Hills, NC. It commemorates the location of the first flight by the Wright Brothers in December of 1903. This park hosts several special events including National Aviation Day and The Outer Banks Marathon.

Fort Raleigh National Historic Site (www.nps.gov/fora): Fort Raleigh National Historic Site is located just outside the town of Manteo, NC on the North end of Roanoke Island. The Outer Banks Group Headquarters is located within Fort Raleigh NHS. The park was designated as a national historic site to preserve the site of the First English Settlement in the new world. This site also preserves the cultural heritage of the Native Americans, European Americans and African Americans who have lived on Roanoke Island. The Lost Colony play is the longest running symphonic outdoor drama in the country and it runs during the summer months in the park.

Cape Hatteras National Seashore (www.nps.gov/caha): Cape Hatteras National Seashore was designated as the first National Seashore in the Park Service, and preserves rich natural and cultural history, including three iconic lighthouses, stories of the United States Life-saving Service, and pristine maritime habitat home to an amazing diversity of birds and aquatic life.

Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Qualifications

ADDITIONAL REQUIREMENTS:
  • You may be required to work on-call, evenings, weekends, holidays, overtime work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2nights per month. You must obtain a government charge card for travel purposes.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

To qualify for this position at the GS-0025-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-0025-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Supervise, technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park-related work. Examples of qualifying specialized experience include, but are not limited to, the following park guide or tour leader; law enforcement or investigative work; archeological or historical preservation research work, forestry and/or fire management work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations. You must include hours per week worked.

EDUCATION: Successful completion of at least three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree related to the occupation in one of the following fields: Major study-natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. IMPORTANT NOTE: If you are using education to qualify you must submit a copy of your transcripts. C. I have an equivalent combination of such education and experience. For example, I have 6 months of the specialized experience described in 1A above (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly related graduate level college study in an accredited institution (50% of the qualifying education). Physical Demands: The position may require strenuous physical activity, including periods of standing, walking, climbing, and lifting and carrying heavy objects. Research and writing work is sedentary, which entails the ability to concentrate and write for long periods of time. Increased physical demands are required to oversee the Lighthouse climbing programs, requiring the incumbent to climb 198 feet via stairs multiple times per day in hot and humid conditions.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Summer months, especially are hot and humid. Incumbent is subject to bites and stings from a variety of insects. The employee may be required to utilize road, water, and air transportation in the performance of his/her duties. Class A uniform is required. Maintains valid state driver's license.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA.
