Duties
Incumbent serves as the Program Manager and Senior Law Enforcement Officer (SLEO) for law enforcement, emergency services, and Special Park Uses at Bryce Canyon National Park, a 35,835-acre unit under the management of the National Park Service (NPS). The park receives an annual visitation of nearly 3 million visitors with a potential daily visitation of 15,000 during the peak season. Park resources include fauna and flora of Colorado Plateau ecosystems, incomparable scenery composed of highly colored picturesque pinnacles, walls, and spires; over 200 identified archeological sites, significant historic buildings and landscapes, paleontological resources, and over 20,000 acres of recommended wilderness. Facilities include over 90 structures, 51 of which are historic; 78 miles of trail; 33 miles of road; and 14 major parking areas and viewpoints. There are 32 housing units in two locations, and a large concession operation with lodging, restaurants, two stores, and multiple employee dormitories. A small trail ride concession is also operated seasonally.
Primary job duties include:
- Planning and execution of a complex park law enforcement, safety, search and rescue, emergency medical services, structural fire protection, and special park use permitting program.
- Hiring, training, and supervising commissioned law enforcement and non-law enforcement staff, emergency medical responders up to and including paramedics, as well as search and rescue staff and volunteers.
- Develop and execute operating budgets including preparation of project and grant requests, management of contracts and agreements, and procurement of supplies and materials.
- Serve as park senior law enforcement officer, oversee sensitive investigations and criminal prosecutions, investigate injuries and fatalities, and oversee park tort claim procedures.
- Maintain effective working relationships with local, state and federal law enforcement and emergency services agencies, US Attorney, DOI Solicitor, and local community members.
Working Conditions: Work environments vary between office settings and outdoors. Outdoor work is performed year round and may involve travel to remote locations in rugged, isolated terrain at varying elevations, in all types of weather including temperatures of over I00 degrees Fahrenheit or as low as 10 degrees; conditions may include snow, rain, and blowing sand/dust. Infrequently the incumbent will be involved with helicopter and fixed-wing operations, and with other hazardous equipment and situations. Incumbent may also be exposed to potentially dangerous wildlife. High stress situations may occur during emergency incidents.
Physical Demands: Most assignments involve sedentary work, while others require strenuous exertion in harsh conditions. Incumbent must be able to exert significant and sustained physical effort when conditions dictate; must be in good health, maintaining a level of physical fitness to perform strenuous and physically demanding duties. A full NPS Level I Law Enforcement commission is required and therefore the incumbent must meet the mandatory physical fitness and medical standards for law enforcement.
Duties involve performing physically rigorous assignments, oftentimes in isolated outdoor environments, frequently while exposed to severe weather conditions. Dangerous persons must be physically confronted, subdued, and apprehended many of whom are known to carry weapons. Prisoners must be kept under physical restraint during transport and processing. Criminal investigations often must be carried out without regard to fixed work schedules, days off, or opportunities for proper rest or nutrition.
Duties require manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints. Arms, hands, legs, and feet must be sufficiently intact and functioning in order for incumbent to perform the duties satisfactorily. Sufficiently good vision in both eyes, with or without glasses, is required to perform the duties satisfactorily. Near vision, corrected with glasses, must be sufficient to read printed material the size of typewritten characters. Hearing without aid, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000 and 3000 Hz levels. Physical fitness requirements must be met prior to and on a continuing basis during employment. There is a high-stress component to much of the incumbent's work assignments.
