This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey (OCS) with one vacancy in Silver Spring, MD; Durham, NH; Chesapeake, VA or Seattle, WA

Duties

As a Supervisory Physical Scientist, you will perform the following duties:

  • Serve as the Customer Affairs Branch Chief in the Office of Coast Survey's Navigation Services Division. The Customer Affairs Branch plays a critical role in the navigation community with its cadre of physical scientists and cartographers who work as National Oceanic and Atmospheric Administration's (NOAA) Navigation Managers and external-facing support to the navigation and marine transportation community, helping to identify navigation challenges facing the marine transportation system and provide the resources and services that help resolve those challenges and promote safe and efficient navigation. This position serves as a senior expert in the physical sciences applications, provide an authoritative source of technical guidance to other functional specialists both internal and external to the organization. Investigate and assess a variety of complex earth science problems or situations and provide recommendations on unconventional methods or procedures for solving problems.
  • Develop and advise on Geographic Information Systems (GIS) products as well as hydrographic and cartographic products and services in support of a wide variety of program projects and analytical study activities. Develop data applications and systems designed to collect and assess scientific information in support of Geographic Information Systems (GIS) products as well as hydrographic and cartographic products and services. Develop tests for evaluating new or modified instrumentation, methods, techniques, customized products, and practices in the assigned scientific area.
  • Analyze, assess and present recommendations of the impact of changes and develop scope of work and technical performance requirements for system studies/assessments by contractor and government agencies to integrate plans. Serve as the division's technical representative on panels, committees, and conferences, etc., and make significant contributions toward resolving actual or potential problems relative to assignments. Prepare and/or perform briefings and presentations as required to support program reviews. Plan and develop advanced scientific and technical studies and evaluations within the program.
  • Manage assigned work of Physical Scientists as well as Cartographers involving performance of scientific studies and analyses. Supervise and manage the Customer Affairs Branch by overseeing the activities of geographically dispersed employees, implement and maintain efficient management practices, administrative procedures, and supervision of allocated human, financial, and material resources. Develop and manage branch budget, perform personnel actions, write performance plans, evaluate personnel and prioritize and schedule work.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-4 is equivalent to the GS-13/14.

Silver Spring, MD: $120,579-$185,234
Durham NH: $119,355-$183,353
Chesapeake, VA: $106,950-$164,296
Seattle, WA: $118,446-$181,956

NOTE:

*A one year probationary period may be required.
*A one year supervisory probationary period may be required. These periods can be served concurrent.
*Payment of relocation expenses is not authorized.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one full year (52 weeks) of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

To qualify for the 1301 series:
EDUCATION:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

-OR -

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Advising on Geographic Information Systems (GIS) hydrographic and cartographic products in support of program projects and analytical study activities;
  • Updating theories, precedents, or practices for science disciplines, to improve the performance of related scientific programs or studies;
  • Utilizing computer-based data analysis, scientific software, and web-based applications to solve problems for a science program; and
  • Assisting leading or managing a team in areas such as developing a budget, evaluating work performance, and providing oversight and feedback.

Education

Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States. Additional information

Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5; $164,297-$195,200 which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5.
