Summary

The selectee of this position serves as a Supervisory Physical Security Specialist responsible for oversight, management, and direction of the SEB mission involving nationwide screening equipment selection, deployment, sustainment, lifecycle replacement, technical standards, budget execution, and contractor performance oversight for United States Marshals Service (USMS) headquarters and district offices.

This position is located in the Judicial Security Division, Arlington, Virginia.

Duties

As a Supervisory Physical Security Specialist at the GS-0080-14 grade level, some of your typical work assignments may include, but are not limited to, the following:

  • Manage and balance staff workload, resolve disputes, manage performance and oversee adherence to policy, directives, and organizational goals.
  • Brief management officials or stakeholders on screening equipment capabilities, deployment priorities, or program status to support informed decision-making.
  • Formulate or executes a program operating budget to prioritize equipment procurement, lifecycle replacement, or maintenance activities.
  • Evaluate security program operations to identify opportunities to improve efficiency, reduce costs, or strengthen security posture.
  • Provide technical recommendations concerning equipment capabilities, facility specific deployment strategies, emerging screening technologies, operational impacts, and screening countermeasure requirements for consideration by higher-level management

  • Must pass a pre-employment drug screening and background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • This is a Testing Designated Positions (TDP) and is subject to random drug testing.
  • May be required to successfully complete a trial/probationary period.
  • May be required to successfully complete a supervisory probationary period.
  • Must be a Current Department of Justice (DOJ) employee and meet time-in-grade requirements for consideration. (52 weeks at the next lower grade level)

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit Promotion applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.

  • One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level.
To qualify at the GS-14 grade level, you must meet the following:

Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties:
  1. Evaluating physical security screening equipment (e.g., X-ray systems, walk-through metal detectors, or explosive detection systems) to assess capabilities, limitations, or suitability for specific facility requirements;
  2. Analyzing facility-specific conditions (e.g., visitor volume, building layout, entry control points, or known threats) to recommend appropriate screening equipment solutions or deployment strategies;
  3. Developing technical documentation (e.g., statements of work, setup guides, or technical standards) to support physical security screening equipment procurement or deployment;
  4. Supervising a team of physical security professionals to plan, assign, or evaluate work in support of security program objectives; AND
  5. Coordinating with internal or external stakeholders (e.g., federal agencies, facility managers, or contractors) to resolve physical security equipment requirements, deployment issues, or operational concerns.

Physical Demands: The work is primarily sedentary and is performed in an office or meeting environment. Some slight physical effort is required to move test kits, peripheral items, and consumable items. This occurs weekly but does not generally last more than one hour per day. Occasional travel and facility visits may require walking or standing during meetings, site reviews, or coordination activities, but the position does not require recurring strenuous physical exertion.

Work Environment: Work is typically performed in adequately lighted, climate-controlled office space and professional meeting environments. The work involves normal risks and discomforts associated with office settings, computer use, travel, and occasional facility visits. The incumbent may visit courthouse or installation environments during coordination activities, but the position does not involve regular and recurring exposure to hazardous conditions requiring special protective measures beyond those normally associated with such visits.
