United States (U.S.) Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. territory for three (3) or more continuous years immediately preceding the start of Federal affiliation.

Duties

As the security manager for an AFRC, advises the command on all matters related to the physical security of the property, its guests, patrons, and employees. Ensures that safety procedures and protocol are being followed and that concerns of guests and patrons are properly addressed either directly or through subordinate personnel, and brought to the attention of AFRC management. Recruits, trains and instructs, supervises, directs, and evaluates subordinate employees in the performance of their security duties following established procedures and policies. Assist in the coordination and development of the force protection program. Gathers threat intelligence, evaluates, and implements appropriate force protection procedures. Ensures the security and protection of guests and staff and that policies and procedures are in place that provide adequate internal controls, inventory management, and accountability of property and funds. Ensures accurate security records of incidents, investigations, claims, and injuries, and that managers are informed of security incidents in order to identify and correct problems. Improves safety awareness at the work site to eliminate potential hazards. Evaluates continually. Maintains the proper operation of security equipment, CCTV systems, electronic locks, safes, and fire safety equipment. Represents the activity at outside functions and meetings, and consults with or assists other representatives from within the military services on official matters as required. Represents the AFRC commander at the region Joint terrorism Task Force Pacific meetings and the Garrison Anti-terrorism working group meetings. Participates in local security conferences, such as the Hawaii Hotel Visitor Industry Security Association ,and serves as the liaison with the military and local police and investigators. Keeps abreast of all matters related to security in the community. Plans for contingencies and monitors and evaluates practices and methods for compliance with higher level directives and/or requirements. Serves as the appointed Antiterrorism Officer (ATO) and provides anti-terrorism training to employees on an annual basis. Assists in or recommends the establishment of procedures to improve procedures. Exercises outstanding customer service skills, tact and diplomacy in dealings with all personnel while maintaining the highest levels of confidentiality consistent with that expected of an employee of an AFRC activity. Performs the full realm of supervisory duties, such as interviewing and selecting employees for work, determining duties and work schedules, approving leave and absences, making awards or disciplining as appropriate. Develops annual operating budget, capital expenditure budget and management plans for assigned department.

  • Must have CPR, AED, and BLS certifications or have the ability to obtain within 6 months of employment

Qualifications

A qualified candidate must possess the following:
-Minimum of 5 years of progressively responsible work experience in Security Management to include Anti-Terrorism/Force protection and Physical Security. (Work experience must be held within the last 10 years)
-Minimum of 3 years of experience serving as a supervisor, team lead, or designated manager responsible for assigning work, monitoring employee performance and ensuring shift coverage for a security workforce.
-Ability to deliver clear and concise strategic communication orally and written for security personnel and senior leadership.
-Must be proficient in utilizing Microsoft Office applications.


In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":
-Experience interpreting and applying physical security regulations to ensure compliance and asset protection.
-Experience with serving as a Contracting Officer Representative (COR) and Billing Official (BO)
-Familiar with operations for a resort, hotel, or military Armed Forces Recreation Center (AFRC)
-Five years of experience directly managing a workforce, which includes hiring personnel, directing training, establishing shift schedules, writing performance evaluations, and initiating disciplinary actions.
-Experience directly developing, coordinating or implementing a Force Protection program, which includes gathering threat intelligence and executing anti-terrorism procedures.
-Experience managing the operation, maintenance, and testing of Electronic Security Systems (ESS) and life-safety equipment, including CCTV surveillance networks, electronic access control systems (such as electronic locks) and automated fire alarm or suppression systems.
-Experience as a supervisor briefing senior executives on major security incidents and providing strategic recommendations.
-Served as a liaison coordinating security operations with military law enforcement, local police departments or other agencies
-Experience managing, executing or providing fiscal oversight for operational budgets, funding requests or resource allocations for security programs.


The Hale Koa Hotel will be having an in-person Job Fair on Tuesday, 1 September 2026, from 9:00 AM to 2:00 PM.

Allowances and Differentials:
  • This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander.
