Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position serves as a Supervisory Police Office with the US Army Installation Management Command, US Army Garrison, Directorate of Emergency Services, Fort McCoy, Wisconsin.

Duties

  • Resolve technical problems not covered by precedent or established policy.
  • Receive all requests for police support to special events; develops and implements plans to support such events.
  • Maintain, develop, and direct implementation of police department standard operating guidelines (SOGs) for patrol officers.
  • Develop equipment and resource requirements needed to facilitate auxiliary support services to the Police Division.
  • Develop recommendations on deployment of police assets, including numbers of personnel needed per shift and zone operation.
  • Supervise all auxiliary support functions to include general administrative support, police records, and supply.
  • Analyze crime and incident statistics to determine trends.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Failure to maintain minimum standards as outlined in AR 190-56 and/ or local policy may result in termination of employment.
  • IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
  • Hours of work may fluctuate to include evenings, nights, weekends and holidays. Overtime may be required. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Incumbent must be proficient in the use of assigned firearms, pass an initial qualification, and must qualify annually thereafter in the use of assigned firearms.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • Incumbent must successfully complete pre-employment and annual physical examination. (physical, emotional and mental stability, etc).
  • Incumbent must successfully complete law enforcement training.
  • Incumbent must successfully complete CPR certification and First Aid.
  • Incumbent may be required to wear chemical protection masks, gloves, and other associated equipment, and may be require to be certified in the use of aerosol irritants.
  • Incumbent may be required to pass entry level and/or annual re-certification of the physical readiness fitness test per AR 190-56 and/or local policy.
  • Incumbent required to possess and maintain a valid driver's license.
  • Incumbent required to wear prescribed uniform.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes supervisory law enforcement work directing the activities of subordinates engaged in the protection of life, property, and the civil rights of citizens, developing supervisory performance standards, coordinating support resources when activities cross lines of jurisdiction, performing complex criminal investigations, implementing systems to ensure law enforcement patrols are in compliance with police standard operating guidelines, analyzing the effectiveness of police response, and compiling detailed reports and presenting briefings to leadership. The OPM Qualification Standard states experience must have provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Applicants who are current Federal employees or who are eligible for Reinstatement may be able to qualify with experience equivalent to the second lower grade, GS-09.
