This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as the Operations Officer.

Duties

  • Serve as the primary person responsible for the development, implementation, and execution of law enforcement programs, policies, and procedures under the direction of the Chief of Police.
  • Recommends updates to policy letters, memorandums, and guidelines pertaining to the conduct and performance of assigned law enforcement activities.
  • Implements new policies and procedures, briefs subordinate personnel, and monitors compliance to ensure actions taken are according to established policies.
  • Conducts long-range and day-to-day planning of operations of subordinate activities ensuring consideration of all assigned areas of responsibility.
  • Performs liaison duties with other law enforcement agencies to include, but not limited to the FBI, State Police, County and Municipal Police Departments within the area.
  • Attends meetings with directors, managers, supervisors of other NSSC directorates/organizations on police operations and services required of the police force.
  • Works with Directorate of Human Resource Management, Civilian Personnel Advisory Center (CPAC), Legal and the Union on personnel actions and issues not resolved at lower levels or those actions requiring the next level decisions.
  • Establishes, updates, and maintains the Police Department Standard Operating Procedures (SOPs).
  • Develops the procedures used to implement and revise SOPs to reflect changes in law; DoD, DA, United States Army Military Police School (USAMPS), and NSSC regulations or policies; or guidance of the Chief of Police.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated Mission Essential. In the event of severe weather conditions or emergency type situations (natural or man-made disaster), is required to report to work or remain at work as scheduled to support mission operations.
  • Must possess and maintain a valid state Motor Vehicle License and local government driver's license.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Must be able to pass an annual Physical Ability Test (PAT) and perform the essential functions of the position to standards published in AR 190-56.
  • Subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment per 18 U.S.C. Section 1001.
  • This position is covered by the Individual Reliability Program (IRP) and has been designated by the Department of Army as critical to the national or internal security. An assessment of suitability and character is required annually.
  • Required to perform and pass semi-annual qualification testing with firearms, and observe applicable safety precautions, as required. Must obtain and maintain certifications for CPR/first aid techniques.
  • Required to wear a uniform and/or protective clothing.
  • A one-year supervisory probationary period may be required.
  • Must be able to successfully graduate from a United States Army Military Police School accredited Civilian Police or Security Guard Course; unless waived, in accordance AR 190-56; within one year (12 months).

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Lead law enforcement operations personnel. 2) Plan work to be accomplished by law enforcement subordinates, 3) Evaluate work performance of law enforcement staff, 4) Provide training to law enforcement personnel to assure that staff are properly trained including on-the-job training AND 5) Assign work to law enforcement personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09 or above.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
