Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense in 5 U.S.C. § 9905 to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as Supervisor of the Special Operations Branch. In the absence of the Chief of Police serves as the Deputy Chief of Police.

Duties

  • Directs the work in the enforcement of law, protection of personnel and government property on Fort Irwin.
  • Analyzes work requirement and determines staff resources, equipment and other sources needed to accomplish missions.
  • Assigns work to subordinates and monitors work progress, adjusting assignments as needed.
  • Investigates violations of Standard Operating Procedures (SOPs) by personnel and recommends action to Chief of Police and initiates disciplinary measures.
  • Establishes performance standards, develops and communicates performance plans and serves as rater on performance appraisals.
  • Resolves employee grievances.
  • Recommends personnel actions such as appointments, promotions and reassignments to of Chief of Police.
  • Interviews candidates for vacant position and recommends selections.
  • Provides briefings to senior officials for policy procedure development, investigations and reports.
  • Point of contact for all law enforcement training matters.
  • Provides input to supervisor to assure proper programming and budgeting of manpower, funds and facilities to support training plan.
  • Prepares and presents training courses in a variety of subjects related to the law enforcement mission.
  • Oversees police services operations budget and department fleet/logistics inventory program.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Occasional TDY travel required.
  • Subject to random urinalysis testing IAW Department of the Army guidelines and under AR 190-56.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime. Must work call back and/or emergency overtime when required.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • Designated as mission essential.
  • Incumbent must meet the requirements of AR 190-56: Successfully pass a pre-employment and recurring medical / psychiatric evaluation. Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
  • Maintain a valid state driver's license.
  • Complete initial and annual cardiopulmonary resuscitation certification and first aid training.
  • Must meet and maintain all mandatory requirements to include Individual Reliability Program (IRP) IAW AR 190-56.
  • Position is designated as a Key Position.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968.
  • Successfully graduated from the United States Army Civilian Police Academy or graduate within a one year of hire date, or next available, unless incumbent has an approved waiver/exemption from the Office of the Provost Marshal General.
  • One year Supervisory probationary period may be required.
  • Position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Position requires incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year specialized experience includes: 1) Planning, developing, implementing and monitoring the training program for law enforcement personnel; 2) investigative procedures, techniques, and methods to resolve crimes and other incidents; and 3) assisting with monitoring operations budget and department logistics inventory program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
