Provides expert technical leadership and consultation in the Federal procurement and grant making processes for the agency's major programs, and provides expert guidance on matters relating to the procurement of goods and services and the issuance of grants and other transactions.
Implements and oversees a program for the in-depth compliance review and evaluation of complex, unusual or unprecedented contracts, grants, and other transactions. These complex types of agreements include mission critical contracts such as preservation services, information technology goods and services to include web services, audio-visual services, and integrated Library systems, and critical facilities support services. Grants and other transactions involve award and oversight of programs for the Teaching with Primary Sources fund, intern, fellowship, and award agreements. The compliance review program ensures that solicitations, contracts, agreements, and supporting documentation are effectively reviewed for compliance with applicable laws, regulations, and policies, and recommends changes to contract, grant, and fiscal laws, regulations and policies as appropriate.
Serves as the subject matter expert and supervisor on projects involving complex contracting and grant processes and functions covering the entire spectrum of contracts, grants, and other transactions involving close collaboration with managers and technical experts from other service units.
Oversees the development and implementation of contracting and grant policies, including responsibility for formulating procedures and guidelines, implementing new developments, and providing policy interpretation to subordinate contracting staff, and to program and project managers. Reviews the Library of Congress Federal Acquisition Regulation supplement (LCFARS), Library Grants guidance, and collaborates with the Office of General Counsel to maintain currency and implement needed updates. Develops and promulgates all Standard Operating Procedures (SOPs) for content and format, and ensures that the SOPs comply with the current rules, regulations and Library policies. Provides management and oversight in issuing procurement and grant policy books, directives, and other documents. In collaboration with managers in Library service units, develops procedures and guidelines for the negotiation of contracts for the procurement of products and services and for the issuance and management of grants and other transactions.
The incumbent collaborates with the Chief Information Officer and Chief Financial Officer to establish and execute effective strategies to develop and implement information systems for contracts and grants. The Supervisory Procurement Analyst ensures that information systems are effectively monitored and updated for the generation of solicitations, contracts, grants, and other transactions and reports organizational performance measures and data on behalf of the office. Ensures accurate information is maintained on Library contract and grant websites and within contract information systems to ensure the currency of Library procurement and grant guidance, policies, contract clauses, templates, checklists and forms.
The incumbent implements and oversees the Acquisition Career Management Program for Library's contracting officers, contract specialists, contracting officer representatives within the Library’s service units, grants officers and grants specialists. Assesses competency of acquisition workforce members and implements a professional development program to address gaps and enhance professionalism and ensure sound quality and responsive operations. Designs and oversees a mentoring and coaching program for OCGM staff that recognizes and rewards initiative and continuous improvement. Oversees a training curriculum to increase the proficiency of OCGM and Library service unit staff related to contracts, grants and other transactions.
Supervises a group of employees performing work up to the GS-14 level. Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Qualifications
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Knowledge of Federal contracting and grant laws, regulations, principles, policies, and procedures to develop and issue solicitations and contracts.**
Knowledge of acquisition systems planning, development and deployment.**
Ability to communicate in writing.**
Ability to supervise and lead an acquisition workforce.
Ability to award and administer grants.
Ability to communicate effectively other than in writing.
Education
Basic Requirements for GS-13 and Above
- Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

- A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
- Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.
Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
